RENAMING THE CABINET COMMITTEE ON THE BATAAN NUCLEAR POWER PLANT AS "THE PRESIDENTIAL COMMITTEE ON THE PHILIPPINE NUCLEAR POWER PLANT" AND DEFINING ITS STRUCTURE, POWERS AND FUNCTIONS
WHEREAS, on April 30, 1986 the Cabinet decided not to operate the Philippine Nuclear Power Plant (PNPP) and created a Committee to study the legal options available to the Philippine Government in connection with such decision;
WHEREAS, the Senate has created and Ad Hoc Bataan Power Plant Committee to study and oversee the policy considerations bearing on any action on the PNPP, in close consultation and coordination with the Cabinet Committee on the PNPP and the House Committee on Energy;
WHEREAS, Executive Order No. 55, as amended by Executive Order No. 98, transferred the ownership of the PNPP, its equipment, materials, facilities, records and uranium fuel from the National Government, subject to such obligations as may be legally enforceable against the National Government;

EXECUTIVE ORDER NO. 315
Renaming the Cabinet Committee on the Bataan Nuclear Power Plant as "The Presidential Committee on the Philippine Nuclear Power Plant" and Defining Its Structure, Powers and Functions
- Renames the Cabinet Committee on the Bataan Nuclear Plant to "The Presidential Committee on the Philippine Nuclear Power Plant" (Section 1)
- Defines the composition of the Committee, which includes various government officials or their representatives (Section 2)
- Outlines the powers and functions of the Committee:
• To initiate, coordinate, and implement negotiation, arbitration, and/or litigation of any claims, causes of action, or legal options related to the Philippine Nuclear Power Plant (Section 3a)
• To supervise and coordinate the maintenance, preservation, disposition, or liquidation of the Philippine Nuclear Power Plant's structures, equipment, spare parts, uranium fuel, and other related items (Section 3b)
• To initiate and coordinate efforts to restructure, whenever legally enforceable, all loans and financial obligations relating to the Philippine Nuclear Power Plant, and dispose of related claims (Section 3c)
• To call upon any government agency for assistance, utilize their personnel, technical experts, and resources (Section 3d)
• To enter into contracts for office space, equipment, and logistical resources, including communication and travel facilities (Section 3f)
• To hold fact-finding hearings and investigative activities, administer oaths, issue subpoenas for testimony or document production, and exercise investigative powers (Section 3g)
• To formulate and implement operational rules and regulations (Section 3h)
• To exercise all necessary powers and perform all functions to pursue and attain its objectives (Section 3i)
- Establishes three operating divisions within the Committee: Legal Division, Asset Maintenance and Disposition Division, and Debt Restructuring and Disposition Division, each with specific responsibilities (Section 4)
- Provides for a Secretariat to provide staff support, headed by an Executive Director, and allows for the constitution of technical committees/sub-committees (Section 5)
- Allocates FORTY MILLION (P40,000,000.00) PESOS from the Contingent Funds of the Office of the President for the Committee's use, with provisions for additional funding from participating agencies and other entities (Section 6)
- Declares the immediate effectivity of the Executive Order (Section 7)
