EXECUTIVE ORDER NO. 388 December 30, 1989
REORGANIZING THE ADMINISTRATIVE STRUCTURE OF THE OFFICE OF THE PRESS SECRETARY PURSUANT TO SECTION 30, CHAPTER 10, TITLE III, BOOK III, OF THE ADMINISTRATIVE CODE OF 1987
WHEREAS, the Office of the Press Secretary, which was organized under Executive Order No. 297, dated July 25, 1987, is under the Office of the President pursuant to Republic Act No. 6688, otherwise known as the 1989 General Appropriations Act, in relation to Section 30, Chapter 10, Title III, Book III, of Executive Order No. 292, dated July 25, 1987, otherwise known as the Administrative Code of 1987;
WHEREAS, "the President, subject to the policy in the Executive Office and in order to achieve simplicity, economy and efficiency, has continuing authority to reorganize the administrative structure of the Office of the President;"
WHEREAS, the Press Secretary shall, among other functions, act as the Presidential Spokesman and attend to the information needs of the President pursuant to Section 9 of Executive Order No. 297; and

Executive Order No. 388
Reorganizing the Administrative Structure of the Office of the Press Secretary
- Separates the function of Presidential Spokesman from the other functions of the Press Secretary (Section 1)
- Amends Section 9 of Executive Order No. 297 to outline the functions of the Press Secretary, which include:
• Providing information about the President's plans, programs, and activities to the public (Section 1.1)
• Maintaining liaison and coordination with government agencies involved in the President's activities (Section 1.2)
• Preparing and developing communications programs and policies related to the Presidency (Section 1.3)
• Coordinating with local and foreign media to disseminate information about the Presidency (Section 1.4)
• Assuming responsibility for the Office's objectives and operations (Section 1.5)
• Establishing policies and standards for the Office's operation (Section 1.6)
• Promulgating rules and regulations to implement the Office's objectives, policies, and functions (Section 1.7)
• Exercising direct supervision and control over all offices and units under the Office (Section 1.8)
• Delegating authority for the performance of any function to officers and employees under his direction (Section 1.9)
• Performing other functions as provided by law or assigned by the President (Section 1.10)
- Reclassifies the position of Chief Presidential Legal Counsel as Presidential Assistant II (rank of department Secretary) with dual functions of Presidential Spokesman and Chief Presidential Legal Counsel (Section 2)
- Separates the function of Presidential Spokesman from the other functions of the Press Secretary (Section 1)
