EXECUTIVE ORDER NO. 608 August 1, 1980
REORGANIZING THE BUREAU OF INTERNAL REVENUE
WHEREAS, there is need to further improve the organization of the Bureau of Internal Revenue in order to make it more responsive to the requirements of efficiency, effectiveness and economy in the administration and implementation of internal revenue and other tax laws;
WHEREAS, in order to attain the foregoing objective, it is necessary to establish a more effective delegation and distribution of supervisory jurisdictions in the Bureau; integrate its planning and policy functions; vest in the Commissioner the authority to relocate organizational units for closer and more effective supervision, eliminate overlapping or duplication of functions, clarify functional lines of authority, and integrate allied functions in the Bureau; and relieve the Commissioner of minor supervisory details to enable him to concentrate more on major policy and decision-making activities; and
WHEREAS, under Presidential Decree No. 1416, the President is empowered to undertake such organizational and related improvements as may be appropriate in the light of changing circumstances and new...

Executive Order No. 608
Reorganizing the Bureau of Internal Revenue
- Establishes two Deputy Commissioner positions to assist the Commissioner in supervising subordinate units (Section 1)
- Allows the Commissioner to delegate supervisory jurisdiction over subordinate units to the two Deputies to promote efficiency (Section 2)
- Authorizes the Commissioner to relocate organizational units, eliminate overlapping functions, clarify lines of authority, and integrate similar functions within budgetary limits (Section 3)
- Renames and creates various services, offices, and centers within the Bureau, including:
- Planning and Policy Service (Section 5)
- Formulates plans, tax policies, and proposed legislations
- Studies and recommends amendments to tax laws
- Conducts research and recommends projects to improve tax enforcement
- Sector Operations Office (Section 6)
- Develops policies and programs for package audit system by industry sector
- Undertakes field audits and investigations of firms in specific sectors
- Readjusts geographical jurisdiction of revenue regional offices to align with standard administrative regions (Section 7)
- Appropriates necessary funds from the National Treasury (Section 8)
- Repeals or modifies inconsistent laws, decrees, and issuances (Section 9)
- Takes effect immediately (Section 10)
