EXECUTIVE ORDER NO. 133 January 27, 1987
REORGANIZING THE DEPARTMENT OF TRADE AND INDUSTRY, ITS ATTACHED AGENCIES, AND FOR OTHER PURPOSES.
WHEREAS, under Article II, Section 1, of the Provisional Constitution, as adopted in Proclamation No. 3 dated March 25, 1986, the President shall give priority to measures to achieve the mandate of the people to completely reorganize the government;
WHEREAS, Article XVIII, Section 16, of the 1987 Constitution recognizes that the reorganization of the government shall be continued even after the ratification of the Constitution;
WHEREAS, under Article XVIII, Section 6, of the 1987 Constitution, the President shall continue to exercise legislative powers until the first Congress is convened;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order the following:

Sec. 28. Effectivity. This Executive Order shall take effect immediately upon its approval.

Reorganizing the Department of Trade and Industry, Its Attached Agencies, and for Other Purposes
- Mandate for government reorganization (Sec. 1)
• Pursuant to the 1987 Constitution, the President shall give priority to measures to reorganize the government.
- Creation of the Department of Trade and Industry (Sec. 2)
• The Department of Trade and Industry is created, integrating the functions of the Ministry of Trade and Industry, the Ministry of Industry, the Philippine Inventors Commission, the Office of the Product Standards Agency, and the Office of the Economic Research. (Sec. 2)
- Powers and Functions of the Department (Sec. 3)
• The Department shall be the primary coordinative, promotive, facilitative and regulatory arm of the government in the areas of trade, industry and investment. (Sec. 3)
• It shall have specific functions related to trade, industry, and investment promotion, regulation, and development. (Sec. 3)
- Organizational Structure (Sec. 4-12)
• The Department shall be headed by a Secretary, with four Undersecretaries and as many Assistant Secretaries as may be necessary. (Sec. 4)
• It shall have various services, bureaus, and offices to carry out its functions. (Sec. 5-12)
- Attached Agencies (Sec. 13-22)
• Several agencies are attached to the Department for policy and program coordination, including the Philippine International Trading Corporation, the Center for International Trade Expositions and Missions, and the Construction Industry Authority of the Philippines. (Sec. 13-22)
- Transfer of Agencies (Sec. 23-24)
• Certain agencies and their functions are transferred to the Department, including the Bureau of Product Standards from the Ministry of Trade and Industry. (Sec. 23-24)
- Transition Provisions (Sec. 25-27)
• Provisions for the transfer of personnel, properties, and funds from the abolished agencies to the new Department. (Sec. 25-27)
