EXECUTIVE ORDER NO. 230 July 22, 1987
REORGANIZING THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY
WHEREAS, under Article II, Section 1, of the Provisional Constitution, as adopted in Proclamation No. 3 dated March 25, 1986, the President shall give priority to measures to achieve the mandate of the people to completely reorganize the government;
WHEREAS, Article XVIII, Section 16, of the 1987 Constitution recognizes that the reorganization of the government shall be continued even after the ratification of the Constitution;
WHEREAS, under Article XVIII, Section 6, of the 1987 Constitution, the President shall continue to exercise legislative powers until the first Congress is convened;
WHEREAS, it is necessary to reorganize the National Economic and Development Authority to enhance its ability to coordinate the development planning and policy formulation process, in order to achieve the objectives of sustainable economic growth coupled with an equitable distribution of income and wealth;

Executive Order No. 230
Reorganizing the National Economic and Development Authority
- Background and Mandate (Sections 1-3):
• Reorganizes the National Economic and Development Authority (NEDA) to enhance its ability to coordinate development planning and policy formulation for sustainable economic growth and equitable distribution of income and wealth. (Sections 1-2)
• Mandates NEDA to be an independent and non-partisan advisory body to the President and Cabinet on economic and development matters. (Section 3)
- Composition and Powers (Sections 4-10):
• Establishes the NEDA Board, chaired by the President, with members including the Executive Secretary and heads of specified government agencies. (Section 4)
• Outlines the powers and functions of the NEDA Board, including approving development plans, policies, and programs, and monitoring their implementation. (Section 5)
• Establishes the NEDA Secretariat, headed by a Director-General, to provide technical and administrative support to the NEDA Board. (Section 6)
• Outlines the powers and functions of the NEDA Secretariat, including conducting research, formulating plans and policies, and coordinating with government agencies. (Section 7)
• Authorizes the NEDA Board to create inter-agency committees and technical working groups as needed. (Section 8)
• Allows the NEDA Board to call upon any government agency for assistance and information. (Section 9)
• Requires government agencies to consult with NEDA on development plans and policies. (Section 10)
- Regional Development Councils (Sections 11-13):
