- Section 1 reorganizes the PACLAP with the following composition:
• Chairman: Secretary of Natural Resources
• Members: PANAMIN Secretary, Deputy Executive Secretary, Undersecretaries of Agriculture, Justice, Agrarian Reform, and National Defense, Chief of Constabulary, Commissioner of Land Registration, Chief of Citizen's Legal Assistance Office, Directors of Lands, Forest Development, and Mines.
• Policy Body: Formulates policies and composed of the Chairman and members from PANAMIN, Deputy Executive Secretary, and Undersecretaries.
• Executive Committee: Implements policies and composed of the Director of Lands as Chairman and members from Forest Development, Citizen's Legal Assistance Office, Land Registration Commission, Constabulary, and Mines.
• The Chairman can create sub-committees and positions as necessary.
• All government agencies involved in land problems are member agencies.
Functions and Duties of the PACLAP (Section 2)
• Direct and coordinate activities, particularly investigation work, of agencies involved in land problems or disputes to expedite solutions for small settlers, landholders, and cultural minorities. (Section 2.1)
• Refer land problems or disputes to the appropriate member agency for immediate action. The Executive Committee's resolutions, orders, or decisions shall be binding on the parties and the member agency. (Section 2.2)
• Recommend to the President measures to resolve cases involving erroneous land titling and implementation of decisions on land problems or disputes. (Section 2.3)
• Evolve and implement a system for speedy investigation and resolution of land disputes at the provincial level. (Section 2.4)
• Undertake a comprehensive study of the causes of land disputes and recommend policies and actions to the President to avoid or minimize their occurrence. (Section 2.5)
• Study and review land laws, policies, and regulations in relation to the needs of the agro-industrial sector and small farmers, and recommend new laws, policies, and priorities for granting public lands. (Section 2.6)
• Maintain a systematic and permanent management of records pertaining to land disputes or problems. (Section 2.7)
• Perform other functions assigned by the President. (Section 2.8)
• The PACLAP is authorized to issue subpoenas and call upon government agencies for assistance. This authority is also conferred upon the Chairman of the Provincial Committee. (Section 2)
Executive Director and Secretariat (Section 3)
• The PACLAP shall be assisted by an Executive Director (with the rank and salary of Assistant Secretary) and an Assistant Executive Director (with the rank and salary of Department Service Chief), appointed by the Chairman.
• The Secretariat, with necessary personnel under the Executive Director, shall assist the PACLAP.
• The personnel and compensation shall be appointed and fixed by the Chairman upon the Executive Director's recommendation.
Provincial PACLAP Committee (Section 4)
• The PACLAP shall create a Provincial PACLAP Committee in provinces where conditions warrant, composed of:
• Chairman: Provincial Commander, Philippine Constabulary
• Vice-Chairman: District Land Officer
• Members: District Forester, Register of Deeds, representative from the Department of Agrarian Reform, representatives from PANAMIN and Citizen's Legal Assistance Office (if available)
• Legal Adviser (ex-officio): Provincial Fiscal
• Action Officer: Assistant Provincial Commander
• The Provincial Committee shall receive and investigate cases, resolve cases within its competence, and submit reports to the PACLAP.
Creation of Special Action Group (Section 5)
• Within 30 days of the Decree's effectivity, the heads of PACLAP member agencies shall create a Special Action Group with the following functions:
• Prepare a program of action for the agency's role in settling land disputes or problems. (Section 5.1)
• Receive and investigate cases referred by the PACLAP and submit reports. (Section 5.2)
• Evolve and implement expeditious office procedures for immediate action. (Section 5.3)
• Develop communication/transportation network with the Provincial PACLAP Committee, other Special Action Groups, and the Secretariat. (Section 5.4)
Rules and Regulations (Section 6)
• The Chairman shall issue the necessary rules and regulations to carry out the provisions of this Decree.
Appropriations (Section 7)
• TWO MILLION PESOS (P2,000,000.00) is authorized to be appropriated from the National Treasury for the operation of the PACLAP for the current fiscal year.
• Thereafter, the necessary amount for its operation shall be included in the annual general appropriation law.
Repeal of Inconsistent Laws (Section 8)
• Executive Orders No. 251 (July 31, 1970) and No. 305 (March 19, 1971), and other laws, administrative orders, or parts thereof inconsistent with this Decree are repealed or amended accordingly.
Effectivity (Section 9)
• This Decree shall take effect upon promulgation.

PRESIDENTIAL DECREE No. 832 November 27, 1975
REORGANIZING THE PRESIDENTIAL ACTION COMMITTEE ON LAND PROBLEMS (PACLAP)
WHEREAS, it is the declared policy of the Government to provide more protection and assistance to small settlers and landholders and members of cultural minorities in their struggle for recognition of their right to the land which they occupy;
WHEREAS, social unrest, which sometimes precipitates clashes among our people, often results from long-drawn disputes between big landholders and poor, landless settlers, or between Christians and members of our cultural minorities;
WHEREAS, there is an urgent need to direct and coordinate the activities, particularly the investigation work, of the various government agencies involved in land problems to ensure their speedy, peaceful and satisfactory solution;
WHEREAS, the successful intercession of the PACLAP in many serious and critical land problems has proved to the efficacy of an action-oriented approach to the solution of these problems, and the necessity of continuing its work in potential land-problem areas;
