REQUIRING TIMBER LICENSEES AND PASTURE LESSEES TO ENGAGE IN FOOD PRODUCTION, CREATING THE MECHANICS FOR ITS IMPLEMENTATION AND PROVIDING THE NECESSARY FUNDS THEREFOR
WHEREAS, self-sufficiency in rice, corn and other basic staples is a primary concern of the State;
WHEREAS, there is an urgent need to supplement current food production programs in order to attain self-efficiency in food; pasture lands that can profitably be devoted to food production;
WHEREAS, the forest-based industries, industries recognize the urgent need of producing sufficient food to sustain not only their own workers but the surrounding communities as well, as a demonstration of their ability to respond to economic problems thru the imaginative use of the country's vast store of natural wealth; and
WHEREAS, forest-based industries, particularly timber licensees and pasture lessees, have the resources and facilities to help in the food production drive of the Government.

Requiring Timber Licensees and Pasture Lessees to Engage in Food Production
- Objective: To attain self-sufficiency in rice, corn, and other basic staples by requiring timber licensees and pasture lessees to engage in food production. (Section 1)
- Requirements for Timber Licensees and Pasture Lessees:
• Develop areas within their concessions and pasture lands for producing rice, corn, and other basic staples to meet the consumption requirements of their workers and people within their area. (Section 1)
• The Secretary of Natural Resources, in consultation with the Director of Forest Development, shall determine the areas within the concessions or pasture lands to be devoted to food production. (Section 1)
• Existing pasture lands shall be evaluated first to determine which portions are suitable for food production or grazing purposes. (Section 1)
• The classification of the area during the food production program shall remain the same as before. (Section 1)
• Undertake the production of rice, corn, or other basic staples in the selected areas within the concession or pasture land, in amounts sufficient to meet the requirements of their workers and people living within the area. (Section 2)
• Develop the selected area for food production in accordance with a development plan approved by the Secretary of Natural Resources. (Section 3)
• Failure to develop the selected area within the specified period shall be sufficient cause for cancellation of the license or lease. (Section 3)
- Implementation and Oversight:
• The Secretary of Natural Resources shall be the Action Officer of this project, assisted by the Director of Forest Development. (Section 4)
• The Secretary shall create a Secretariat and designate a Project Director to head it. (Section 4)
• The Secretary shall issue necessary rules and regulations and may call upon any government office, agency, or private entity for assistance. (Section 4)
- Funding:
• One Million (P1,000,000.00) Pesos is appropriated from the National Treasury to carry out the provisions of this Decree for the fiscal year 1974-75. (Section 5)
- Repealing Clause and Effectivity:
• All Acts, Decrees, rules, and regulations inconsistent with this Decree are repealed or amended accordingly. (Section 6)
• This Decree shall take effect immediately. (Section 7)
