RESTRUCTURING THE PAY SCHEME OF CIVILIAN POSITIONS IN THE NAVAL SHIPYARD, PHILIPPINE NAVY
WHEREAS, the Naval Shipyard is the Armed Forces of the Philippines largest industrial complex and is the only government shipyard for its mission the construction, repair and maintenance of the Philippine Navy ships and small craft;
WHEREAS, the civilian personnel of the Naval Shipyard were and will always be the potent force in attaining distinctive competence in Naval Shipyard operation;
WHEREAS, the present salary granted to its positions can no longer retain or attract experienced and skilled technicians;
WHEREAS, the rate of attrition among its work force since the past years is alarming that the Naval Shipyard may fail to continue its effective and efficient operation;
WHEREAS, due to the importance of the functions of the Naval Shipyard to National Security, Self Reliance Defense Posture (SRDP) Program and Manpower Development, there is an imperative need to restructure the classification and the compensation scheme of the Naval Shipyard.

EXECUTIVE ORDER NO. 1082
Restructuring the Pay Scheme of Civilian Positions in the Naval Shipyard, Philippine Navy
- Recognizes the importance of civilian personnel in the Naval Shipyard's operations. (Whereas clauses)
- Acknowledges the need to restructure the classification and compensation scheme due to:
- Inability of current salaries to retain or attract skilled technicians. (Whereas clause)
- Alarming rate of attrition among the workforce, threatening effective operations. (Whereas clause)
- Importance of Naval Shipyard functions to national security, self-reliance defense posture, and manpower development. (Whereas clause)
- Effective January 1, 1986, positions directly involved in Naval Shipyard operations shall be compensated according to the specified salary ranges and job titles. (Section 1)
- Lists the job titles and corresponding salary ranges from Shipyard Aide I (Salary Range 50) to Shipyard Chief Specialist (Salary Range 77).
- Funds for the salary increases shall be drawn from the Philippine Navy's savings/allotment for 1985, and subsequent years' funds shall be incorporated into the Navy's annual appropriations. (Section 2)
- The Minister of National Defense shall promulgate rules and regulations for implementing the salary increases. (Section 3)
