PRESIDENTIAL DECREE NO 1079
REVISING AND CONSOLIDATING ALL LAWS AND DECREES REGULATING PUBLICATION OF JUDICIAL NOTICES, ADVERTISEMENTS FOR PUBLIC BIDDINGS, NOTICES OF AUCTION SALES AND OTHER SIMILAR NOTICES
WHEREAS, in order to better serve the public good, it is necessary to properly disseminate information contained in judicial notices, advertisements for public biddings, notices of auction sales and other similar notices required by Republic Act No. 4569, as amended by Republic Act No. 4883 and Presidential Decree No. 795;
WHEREAS, Presidential Decree No. 19 has further amended the above-mentioned law by authorizing the publication of the said notices in any existing newspaper or periodical in any part of the country during the present national emergency;
WHEREAS, there is an urgent need to revise Presidential Decree No. 19 to preclude any confusion in the distribution of the notices referred to above;

Regulating Publication of Judicial Notices and Similar Announcements
• Requires publication of judicial notices, public bidding ads, auction sale notices, and similar announcements in newspapers/periodicals:
- Published, edited, and circulated in the same province/city where general circulation is required (Section 1)
- Qualified if authorized by law and regularly published for at least 1 year before publication date (Section 1)
Distribution of Notices by Raffle
• Executive judge designates a regular working day and time each week for personal distribution of notices by raffle to qualified newspapers/periodicals (Section 2)
• Raffle distribution dispensed with if only one newspaper/periodical operates in the province/city (Section 2)
Newspaper Rates for Legal Notices
• Newspapers/periodicals cannot charge less than ₱10.00 per column inch (Section 3)
• Cannot charge more than 80% of their regular commercial display advertising rates (Section 3)
• If regular commercial rates are lower than ₱10.00, cannot charge below ₱10.00 per column inch (Section 3)
• For publications without commercial display ads, rate is fixed at ₱10.00 per column inch (Section 3)
Publication Format Requirements
• Text: less but not more than 8 points (Section 4)
• Heading: less but not more than 10 points (Section 4)
• Column width: more but not less than 9 ems (Section 4)
• Text and heading must be printed solid, without slugs or leads between lines and margins (Section 4)
Prohibitions and Penalties
• Prohibits offering or giving money, commission, or gifts to executive judges or court employees for awarding legal notices (Section 5)
• Prohibits demanding or receiving money, commission, or gifts from publishers for legal notice publication (Section 5)
• Violation punishable by fine of ₱5,000.00 to ₱20,000.00 and imprisonment of 6 months to 2 years (Section 6)
• Offending executive judge or court personnel perpetually disqualified from holding public office (Section 6)
Other Provisions
• Amends, modifies, or repeals contrary laws, decrees, orders, rules, or regulations (Section 7)
• Took effect immediately upon approval on January 28, 1977 (Section 8)
