SETTING ASIDE A SPECIAL DAY IN EACH COMMUNITY FOR THE CELEBRATION OF RICE PLANTING DAY
By virtue of the powers vested in me by law, I, Manuel L. Quezon, President of the Philippines, do hereby order all municipal councils to set aside one day during the rice planting season in each community, the same to be designated as Rice Planting Day, and enjoin all the inhabitants of the localities concerned to observe this day with appropriate ceremonies and festivities.
It is fitting that a day be set aside each year for the purpose of focusing the attention of the Filipino people on the importance of rice production and the need of making the country self-sufficient in that article of prime necessity. It should also serve to add dignity to labor on the fields, to stimulate interest in agriculture, and to have a better understanding of our agrarian problems.
Moreover, it is in keeping with our traditions that we have a special day...

Establishment of Rice Planting Day
- All municipal councils are ordered to set aside one day during the rice planting season in each community, to be designated as Rice Planting Day. (Section 1)

- To invoke the bounty and goodness of Divine Providence for favorable climatic and other conditions that should result in a fruitful and abundant harvest, in keeping with Filipino traditions. (Section 3)
Participation and Cooperation
- Provincial and municipal officials, as well as teachers and other school authorities, are instructed to participate actively and lend their cooperation in the celebration of Rice Planting Day. (Section 4)
