Executive Order No. 617

EXECUTIVE ORDER NO. 617 August 21, 1980

TRANSFERRING ALL THE SOYBEAN SEED BANK PROJECTS TO THE NATIONAL DEVELOPMENT COMPANY

WHEREAS, the Government, recognizing the potentials of soybean in its over-all Food Self-Sufficiency Program, has declared a national program for the nationwide commercial production of soybean pursuant to the provisions of Presidential Proclamation No. 1632, LOI Nos. 747 and 747-A;

WHEREAS, the Government, after successfully identifying soybean varieties with the highest yields, is now ready to go into commercial production of Certified Pure Seeds for dispersal on a national level;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order that:

The supervision, direction, administration and control of all Soybean Seed Bank to be established in the various regions of the country and including the pilot project in the Mindoro Agro-Forest Development Reservation, originally attended to, administered and supervised by the Ministry of Natural Resources, being a component activity of the National Soybean Development...

Summary of Executive Order No. 617

Transfer of Soybean Seed Bank Projects to National Development Company
- Recognizing the potential of soybean in the Food Self-Sufficiency Program, the government declared a national program for commercial soybean production. (Sec. 1)
- After identifying high-yield soybean varieties, the government is ready for commercial production of Certified Pure Seeds. (Sec. 1)

Provisions:
- Supervision, administration, and control of all Soybean Seed Bank projects, including the pilot project in Mindoro Agro-Forest Development Reservation, are transferred from the Ministry of Natural Resources to the National Development Company. (Sec. 1)
- All assets (land, improvements, facilities, equipment, supplies, inventories) and remaining funds allocated to the Ministry of Natural Resources for the project shall be transferred to the National Development Company as part of the government's equity investment. (Sec. 2)
- The Ministry of Natural Resources shall submit a detailed inventory of assets, project status, and conduct an audit examination of the funds within 30 days, to be formally accepted by the National Development Company. (Sec. 3)
- The National Development Company is authorized, subject to the President's approval, to enter into contracts with the private sector for administering, managing, developing the Soybean Seed Bank Farm, and dispersal, gathering, marketing, and production of foundation seeds. (Sec. 4)
- All relevant ministries, bureaus, and agencies are directed to provide full support and assistance to accelerate the project's objectives. (Sec. 5)
- The Ministry of Budget shall provide annual funding requirements for the project to the National Development Company until it can support its operating requirements from generated income. Appropriations for 1981 under the Ministry of Natural Resources shall be transferred to the National Development Company. (Sec. 6)
- All inconsistent decrees, instructions, circulars, orders, rules, and regulations are revoked or modified accordingly. (Sec. 7)
