Summary of Executive Order No. 203Adopting a Compensation and Position Classification System (CPCS) and a General Index of Occupational Services (IOS) for the GOCC Sector
• Approves and implements the CPCS and IOS Framework for the GOCC Sector covered by Republic Act No. 10149. (Section 1)
• Prohibits Governing Boards of GOCCs from negotiating economic terms of Collective Bargaining Agreements (CBAs) with officers and employees. (Section 2)
• Allows Collective Negotiation Agreement (CNA) incentives, primarily from savings of COBs of Chartered GOCCs, to be extended to non-chartered GOCCs, following DBM guidelines. (Section 2)
• Authorizes the Governance Commission for GOCCs (GCG) to implement and administer the CPCS, and issue supplementary rules and guidelines. (Section 3)
• Implementation of compensation adjustments depends on the financial capability of the GOCC and their approved corporate operating budget (COB). (Section 4)
• Ensures no diminution in authorized salaries as of December 31, 2015, for incumbent officers and employees. (Section 5)
• Allows the GCG to recommend additional incentives outside the CPCS for certain position titles, subject to the President's approval and conditions. (Section 6)
• Provides an Early Retirement Incentive Plan (ERIP) for officers and employees who voluntarily retire or are separated due to GOCC reorganization, with incentives based on years of service and basic monthly pay. (Section 7)
• GOCCs not subjected to rationalization or reorganization, and those pending abolition, dissolution, or privatization, shall maintain their current compensation framework. (Section 8)
• Repeals or modifies orders, circulars, issuances, board resolutions, rules, and regulations inconsistent with this Order. (Section 9)
• Contains a separability clause. (Section 10)
• Takes effect immediately upon publication in a newspaper of general circulation. (Section 11)

EXECUTIVE ORDER No. 203
ADOPTING A COMPENSATION AND POSITION CLASSIFICATION SYSTEM (CPCS) AND A GENERAL INDEX OF OCCUPATIONAL SERVICES (IOS) FOR THE GOCC SECTOR COVERED BY REPUBLIC ACT NO. 10149 AND FOR OTHER PURPOSES.
WHEREAS, Presidential Decree No. 1597 (s.1978) required all agencies in the Executive Branch, including all GOCCs, both Chartered and Non-chartered, to observe such guidelines and policies as may be issued by the President governing compensation and position classification systems;
WHEREAS, Section 5, Article IX-B of the 1987 Constitution mandates that "Congress shall provide for the standardization of compensation of government officials and employees, including those in government-owned or -controlled corporations with original charters, taking into account the nature of the responsibilities pertaining to, and the qualifications required for their positions;"
WHEREAS, Joint Resolution No. 4, (s. 2009) of the Senate and the House of Representatives authorized the President to modify the existing CPCS of civilian personnel in the government, which includes all GOCCs, both Chartered and Nonªchartered, and reiterated the continuing applicability and...
