EXECUTIVE ORDER NO. 78 December 2, 1986
AMENDING PARAGRAPH 4 OF SECTION 6 OF REPUBLIC ACT NUMBER 291, AS AMENDED, ENTITLED AN ACT TO PROVIDE FOR THE PROCUREMENT, PROMOTION AND ELIMINATION OF REGULAR OFFICERS OF THE ARMED FORCES OF THE PHILIPPINES AND FOR OTHER PURPOSES.
WHEREAS, there is an imperative necessity to enhance merit and fairness in the promotion system of the officers in the New Armed Forces of the Philippines (NAFP) that would ultimately strengthen unity within the military establishment;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Paragraph 4 of Section of Republic Act No. 291 is hereby amended to read as follows:
