- Background and Purpose (Whereas clauses):
- The PRRI was established to develop a national rice research program, improve rice production, income of small rice farmers, rural employment, and promote self-sufficiency in rice production. (Sec. 1)
- A definite tenure of office for Board members and broader representation from the rice industry sectors are necessary for PRRI to effectively accomplish its purposes and objectives. (Sec. 1)
- Board of Trustees (Sec. 1):
- The corporate powers, business activities, and properties of PRRI shall be controlled by a Board of Trustees. (Sec. 1)
- The Board shall be composed of the Minister of Agriculture and Food as Ex-Officio Chairman and twelve (12) other members appointed by the President of the Philippines upon recommendation of the Minister of Agriculture and Food. (Sec. 1)
- The appointive members shall serve for two (2) years. (Sec. 1)
- The Board shall meet regularly at least once a quarter or as often as necessary. (Sec. 1)
- A quorum of at least seven (7) members is required, and a majority vote of the members present shall be necessary for any resolution, rule, regulation, decision, or act of the Board. (Sec. 1)
- Board members, including the Chairman, shall receive per diem as determined by the Board, not exceeding Two Thousand Pesos (P2,000.00) per month, and reimbursable transportation and representation allowances for attending Board meetings and transacting official business. (Sec. 1)
- Repealing Clause (Sec. 2):
- All laws, orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly. (Sec. 2)
- Effectivity (Sec. 3):
- This Executive Order shall take effect immediately. (Sec. 3)

EXECUTIVE ORDER NO. 60 November 7, 1986
AMENDING SECTION 4 OF EXECUTIVE ORDER NO. 1061, ENTITLED "ESTABLISHING THE PHILIPPINE RICE RESEARCH INSTITUTE (PRRI)"
WHEREAS, the Philippine Rice Research Institute was established to develop, in coordination with the University of the Philippines, a national rice research program so as to sustain and further improve the gains already made in rice production, improve the income and economic condition of small rice farmers, expand employment opportunities in the rural areas and ultimately promote the general welfare of the people through self-sufficiency in rice production;
WHEREAS, a definite tenure of office for the members of the Board of Trustees and a broader representation from all sectors in the rice industry is necessary in order that the Philippine Rice Research Institute can effectively accomplish its purposes and objectives.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, do hereby order:
Sec. 1. Section 4 of Executive Order No. 1061 is hereby amended to read as follows:
