- Lot 62 of Block 573 and Lot 21-B of Block 610 in Malate, Manila, which are reserved as communal property, are converted into disposable or alienable lands of the State. (Section 1)
- The Land Tenure Administration shall subdivide the property into small lots not exceeding 120 square meters, fix the price, and sell them on installment basis. (Section 1)
Prioritization of Tenants and Bona Fide Occupants
- Tenants or bona fide occupants shall be given priority in purchasing the lots. (Section 1)
- No down payment shall be required for tenants or bona fide occupants who cannot afford it. (Section 1)
- If a tenant or bona fide occupant cannot purchase the lot, they shall be given a month-to-month lease until they can purchase it. (Section 1)
- Rentals charged for leased lots shall not exceed 8% per annum of the assessed valuation. (Section 1)
Restrictions and Conditions
- No person can purchase more than one lot. (Section 1)
- The cost of subdivision and survey shall not be included in fixing the price of each lot. (Section 1)
- No ejectment proceedings shall be instituted against tenants or bona fide occupants, and pending cases shall be dismissed. (Section 2)
- Any demolition order against tenants or bona fide occupants shall be lifted. (Section 2)
- If a tenant or bona fide occupant is in arrears, the amount due shall be payable in 24 monthly installments. (Section 3)
- Properties acquired under this Act cannot be sold, transferred, mortgaged, or disposed of within 5 years without consent from the Land Tenure Administration. (Section 4)
Implementation and Enforcement
- The Chairman of the Land Tenure Administration, with the President's approval, shall issue necessary rules and regulations. (Section 5)
- The Act shall take effect upon its approval. (Section 6)

REPUBLIC ACT No. 3120
AN ACT CONVERTING CERTAIN PARCELS OF LAND IN THE CITY OF MANILA WHICH ARE RESERVED AS COMMUNAL PROPERTY INTO DISPOSABLE OR ALIENABLE LANDS OF THE STATE AND PROVIDING FOR THEIR SUBDIVISION AND SALE.
Section 1. Lot 62 of Block 573 and Lot 21-B of Block 610 of the cadastral survey of the City of Manila, all situated in the District of Malate, City of Manila, which are reserved as communal property are hereby converted into disposable or alienable lands of the State, to be placed under the administration and disposal of the Land Tenure Administration. The Land Tenure Administration shall subdivide the property into small lots, none of which shall exceed one hundred and twenty square meters in area, fix the price of each lot and sell the same on installment basis to the tenants or bona fide occupants thereof and to individuals, in the order mentioned: Provided, That no down payment shall be required to tenants or bona fide occupants who cannot afford to pay such down payment: Provided, further,...
