Conversion of Cebu State College of Science and Technology System into Cebu Technological University (CTU)
- Section 1: Converts the Cebu State College of Science and Technology System and all its satellite campuses into the Cebu Technological University (CTU), with the main campus in Cebu City.

General Mandate
- Section 2: CTU shall provide advanced professional and technical instruction, advanced studies in industrial trade, agriculture, fishery, forestry, aeronautics, land-based programs, arts and sciences, health sciences, information technology, and other relevant fields. It shall also undertake research, extension services, and provide leadership in its areas of specialization.

Curricular Offering
- Section 3: CTU shall offer undergraduate and graduate studies in industrial trade, agriculture, fishery, forestry, aeronautics, arts and sciences, health sciences, information technology, non-traditional courses, and other degrees within its areas of specialization.
- Existing high schools shall be transferred to the Department of Education (DepED), but may operate within the campus until current students complete their high school education.
- CTU may operate a laboratory school if it has a College of Education.

Administration
- Section 4: CTU shall have the general powers of a corporation, and its administration shall be vested in the Board of Regents and the President.

The Governing Board
- Section 5: The Board of Regents shall be the governing board, composed of:
- Chairperson of the Commission on Higher Education (CHED), Chairperson
- President of CTU, Vice Chairperson
- Chairpersons of the Senate and House Committees on Education
- Regional Directors of NEDA and DOST
- Presidents of the faculty, student, and alumni federations
- Two prominent citizens from the private sector

Powers and Duties of the Board of Regents
- Section 7: The Board shall have various powers and duties, including:
- Promulgate rules and regulations (7a)
- Receive and appropriate funds for CTU (7b)
- Import duty-free books and publications for educational purposes (7c)
- Receive and administer legacies, gifts, and donations (7d)
- Fix tuition fees and other charges (7e)
- Adopt a socialized tuition scheme for poor but deserving students (7f)
- Authorize construction, repair, and purchase of facilities and properties (7g)
- Appoint officials, faculty, and employees, and fix their salaries (7h, 7i)
- Approve curricula, instructional programs, and rules of discipline (7j)
- Set admission and graduation policies (7k)
- Award honorary degrees and certificates (7l)
- Establish and absorb non-chartered tertiary institutions as branches (7m)
- Establish research and extension centers (7n)
- Establish professorial chairs, fellowships, and scholarships (7o)
- Delegate powers and duties to the President or other officials (7p)
- Authorize an external management audit (7q)
- Collaborate with other state universities and colleges for restructuring (7r)
- Enter into joint ventures with business and industry (7s)
- Develop consortia and linkages with LGUs, institutions, and agencies (7t)
- Develop academic arrangements for capability building (7u)
- Adopt modern modes of knowledge transmission (7v)
- Establish policies for participative decision-making and transparency (7w)
- Privatize non-academic services management (7x)
- Extend the President's term beyond retirement age but not beyond 70 years old, if unanimously rated as outstanding (7y)

Meetings of the Board
- Section 8: The Board shall convene at least once every quarter, with provisions for special meetings and quorum requirements.

The University President
- Section 9: The University shall be headed by a President appointed by the Board for a term of four years, renewable for another term. The incumbent President of the Cebu State College of Science and Technology System shall serve as the first President of CTU.

Heads of University Campuses
- Section 10: Campus Directors shall head the University campuses and shall be appointed by the Board. Incumbent college administrators of extension campuses shall serve as Campus Directors.

The Administrative Council and Academic Council
- Section 11: An Administrative Council shall review and recommend policies on administration, management, and development planning.
- Section 12: An Academic Council shall review and recommend curricular offerings, rules of discipline, admission and graduation requirements, and formulate academic policies.

The Secretary and Treasurer of the University
- Section 13: The Board shall appoint a Secretary to keep records and proceedings.
- Section 14: The Treasurer of the Philippines shall be the ex officio treasurer of CTU.

The Faculty
- Section 15: Faculty appointments shall not be based on political beliefs, gender preference, cultural or community affiliation, ethnic origin, or religious opinion or affiliation.

Scholarship Program and Admission
- Section 16: CTU shall provide a scholarship program and affirmative action programs for poor but deserving students. No student shall be denied admission based on sex, religion, cultural or community affiliation, or ethnic origin.

Academic Freedom and Institutional Autonomy
- Section 17: CTU shall enjoy academic freedom and institutional autonomy.

Authority to Loan or Transfer Apparatus, Equipment, Supplies, and Detail Personnel
- Section 18: Heads of national government bureaus and offices are authorized to loan or transfer apparatus, equipment, supplies, and detail employees for duty in CTU.

Assets, Liabilities, and Personnel
- Section 19: All assets, personnel, records, liabilities, and obligations of the Cebu State College of Science and Technology System and its satellite campuses shall be transferred to CTU. Positions, rights, and security of tenure of personnel shall be respected. Government lands occupied by the campuses shall be titled under CTU.

Appropriations
- Section 20: Funds necessary to carry out the provisions of this Act shall be charged against the current year's appropriations of the Cebu State College of Science and Technology System and its satellite campuses, except for the existing high schools. Thereafter, funds for CTU's operations and maintenance shall be included in the annual General Appropriations Act.

Development Plan, Management Audit, and Organizational Structure
- Section 21: Within 120 days after the approval of this Act, CTU shall:
- Submit a five-year development plan and program budget to CHED (21a)
- Undergo a management audit in cooperation with CHED (21b)
- Set up its organizational, administrative, and academic structure, including the appointment of key officials (21c)

CHED Monitoring and Evaluation
- Section 22: CHED shall conduct regular monitoring and evaluation to determine continuing compliance with University status requirements. If non-compliance is found, CHED shall recommend the revocation of University status.

Filing of Report
- Section 23: The Board shall file a detailed report on the progress, conditions, and needs of CTU with the Office of the President of the Philippines, CHED, and both Houses of Congress annually.

Suppletory Application and Parity Clause
- Section 24: The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) shall be an integral part of this Act.
- Section 25: All powers, functions, privileges, responsibilities, and limitations granted to or imposed upon state universities and their officials under existing laws shall be deemed granted to or imposed upon CTU and its officials.

Implementing Rules and Regulations
- Section 26: The Board, in consultation with CHED, shall formulate guidelines to fully implement the provisions of this Act.

Separability Clause
- Section 27: If any part or provision of this Act is declared invalid or unconstitutional, the remaining parts or provisions shall remain in full force and effect.

Repealing Clause
- Section 28: All laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed or modified accordingly.

Effectivity
- Section 29: This Act shall take effect fifteen (15) days after its publication in two (2) newspapers of general circulation.
