• Section 7: Powers and duties of Board of Regents, including policy formulation, rules and regulations, financial management, appointments, curriculum approval, establishment of branches and centers, joint ventures, and other administrative functions.
• Section 8: Board shall meet regularly once every three months, with provisions for special meetings and quorum requirements.

University President and Other Officials
• Section 9: University shall be headed by a President appointed by Board, with term of four years and eligibility for reappointment.
• Section 10: Each campus shall be headed by a Campus Administrator appointed by Board.
• Section 11: Board shall appoint a Secretary for record-keeping and meeting notices.
• Section 12: Treasurer of the Philippines shall be ex-officio Treasurer of the University.

Administrative and Academic Councils
• Section 13: Administrative Council shall review and recommend policies on administration, management, and development planning.
• Section 14: Academic Council shall review and recommend curricular offerings, rules of discipline, admission and graduation requirements.

Faculty and Scholarship Program
• Section 15: No discrimination in faculty appointment based on political beliefs, gender, culture, ethnicity, or religion.
• Section 16: University shall provide scholarship program and affirmative action programs for deserving students, without discrimination.

Assets, Liabilities, and Personnel Transfer
• Section 18: All assets, liabilities, personnel, and records of Kalinga-Apayao State College shall be transferred to the University.

Tax Exemption and Appropriations
• Section 19: Exemption from customs duties on importation of books and publications, and from donor's tax on donations to the University.
• Section 20: Appropriations for the University shall be charged against current year's appropriations of Kalinga-Apayao State College, and thereafter included in annual General Appropriations Act.

Development Plan, Audit, and Organizational Structure
• Section 21: Within 120 days, the University shall submit a 5-year development plan, undergo a management audit, and set up its organizational, administrative, and academic structure.

Reporting and Compliance
• Section 22: Board shall file an annual report on the progress, conditions, and needs of the University.
• Section 26: University status shall become effective upon CHED's determination of compliance with requirements, including accreditation, faculty-student ratio, library and laboratories, research output, linkages and outreach programs, and academic policies.

Other Provisions
• Section 23: Higher Education Modernization Act of 1997 shall be an integral part of this Act.
• Section 24: Parity clause granting powers, functions, privileges, responsibilities, and limitations to the University and its officials under existing laws.
• Section 25: Board, in consultation with CHED, shall formulate implementing rules and regulations.
• Section 27: Separability clause.
• Section 28: Repealing clause for inconsistent laws.

REPUBLIC ACT No. 10584 AN ACT CONVERTING THE KALINGA-APAYAO STATE COLLEGE IN THE CITY OF TABUK, PROVINCE OF KALINGA INTO A STATE UNIVERSITY TO BE KNOWN AS THE KALINGA STATE UNIVERSITY AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled: Section 1. Conversion. – The Kalinga-Apayao State College in the City of Tabuk, Province of Kalinga, including its extension campuses in barangays Bulanao and Dagupan in the City of Tabuk and Barangay Bagbag in the Municipality of Rizal, all located in the Province of Kalinga, is hereby converted into a state university to be known as the Kalinga State University, hereinafter referred to as the University.
