Summary of Republic Act No. 9176Extension of Filing Period for Administrative Legalization and Judicial Confirmation of Titles
- Amends Sections 45 and 47 of Commonwealth Act No. 141
- Extends the period for filing applications for administrative legalization (free patent) and judicial confirmation of imperfect and incomplete titles to alienable and disposable lands of the public domain until December 31, 2020. (Section 1, Section 2)
- The extended period applies only when the area applied for does not exceed 12 hectares. (Section 1, Section 2)
Filing Period and Publication Requirements
- The President shall fix the period for filing applications in specific areas by proclamation, which shall take effect 30 days after publication in a newspaper of general circulation in the concerned area. (Section 1)
- A certified copy of the proclamation shall be furnished to the concerned government offices and posted in conspicuous places within 30 days. (Section 1)
- The proclamation shall also be announced and aired over the government station in the local area. (Section 1)
Treatment of Pending Applications
- All pending applications filed before the effectivity of this Act shall be treated as having been filed in accordance with its provisions. (Section 3)
Repealing Clause
- All laws, decrees, executive orders, executive issuances, rules and regulations inconsistent with or contrary to this Act are deemed repealed, amended or modified accordingly. (Section 4)
Separability Clause
- If any part of this Act is declared unconstitutional or invalid, the other parts not affected shall continue to be in full force and effect. (Section 5)
Effectivity Clause
- This Act shall take effect 15 days after its publication in two national newspapers of general circulation. (Section 6)

Be it enacted by the Senate and Hose of Representatives of the Philippines in Congress assembled:
Section 1. Section 45, Chapter VII of Commonwealth Act No. 141, as amended, is hereby further amended to read as follows:
"Section 45.
