- Mobile providers must send alerts for impending storms, typhoons, tsunamis, calamities.
- Alerts based on info from NDRRMC, PAGASA, PHIVOLCS, other agencies.
- Alerts sent to subscribers near/within affected areas at regular intervals.
- Alerts include agency info, contact details of LGUs, evacuation areas, relief sites.
- Alerts sent via SMS, MMS, email at no cost to consumers.
- Alerts part of providers' auxiliary service.
Reporting Violations (Section 5):
- Any person can report violations to NTC.
Penalties (Section 6):
- False info: 2-6 months imprisonment, P1,000-P10,000 fine. Perjury if under oath.
- For corporations: P1M-P10M fine and/or franchise suspension/revocation.
- Board/management face maximum penalties in (a).
- Aliens deported after serving sentence, barred re-entry.
- Fines accrue to National Treasury.
Implementation (Section 7):
- DOTC, NTC, NDRRMC, PAGASA, others to issue IRR within 60 days.
Other Provisions:
- Inconsistent laws repealed/modified (Section 8).
- Separability clause for unconstitutional provisions (Section 9).
- Effectivity upon publication in Official Gazette or newspaper (Section 10).

AN ACT MANDATING THE TELECOMMUNICATIONS SERVICE PROVIDERS TO SEND FREE MOBILE ALERTS IN THE EVENT OF NATURAL AND MAN-MADE DISASTERS AND CALAMITIES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Short Title. – This Act shall be known as "The Free Mobile Disaster Alerts Act".
Section 2. Declaration of Policy. – The State shall, at all times, protect its citizenry in the events of natural or man-made disasters and calamities. It shall likewise exhaust all possible means to notify and inform its constituents of the impending disasters to prevent injuries, destruction and loss of lives and property.
