- Unlawful for hospitals or clinics to detain patients who have recovered or died due to nonpayment of bills or expenses. (Section 1)
- Patients who cannot pay bills must be allowed to leave by executing a promissory note secured by a mortgage or co-maker. (Section 2)
- For deceased patients, death certificate and documents must be released to relatives. (Section 2)
- Patients in private rooms are excluded. (Section 2)
- Penalties for violating hospital staff: (Section 3)
- Fine of ₱20,000 to ₱50,000
- Imprisonment of 1 to 6 months
- Or both fine and imprisonment
- Department of Health to issue implementing rules and regulations. (Section 4)
- Separability clause for unconstitutional provisions. (Section 5)
- Repeals inconsistent laws, decrees, orders, rules and regulations. (Section 6)
- Effectivity 15 days after publication in two national newspapers. (Section 7)

AN ACT PROHIBITING THE DETENTION OF PATIENTS IN HOSPITALS AND MEDICAL CLINICS ON GROUNDS OF NONPAYMENT OF HOSPITAL BILLS OR MEDICAL EXPENSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. It shall be unlawful for any hospital or medical clinic in the country to detain or to otherwise cause, directly or indirectly, the detention of patients who have fully or partially recovered or have been adequately attended to or who may have died, for reasons of nonpayment in part or in full of hospital bills or medical expenses.
SEC. 2. Patients who have fully or partially recovered and who already wish to leave the hospital or medical clinic but are financially incapable to settle, in part or in full, their hospitalization expenses,...
