Issuance of Driver's License, Fees, and Validity (Section 2)
- The Land Transportation Office (LTO) shall issue a driver's license to qualified applicants upon payment of the prescribed fee.
- The license shall bear the licensee's personal details, biometrics, license number, and validity period.
- The LTO shall adopt measures to prevent alteration or falsification of licenses.
- The LTO shall create an online process for license renewal within one year.
- Non-professional licenses shall be valid for five years from the licensee's birthdate.
- Holders of non-professional licenses with no violations for five years shall be entitled to a 10-year renewal.
- Local government units and agencies shall report traffic violations to the LTO.
Stricter Rules for Issuance of Driver's License (Section 3)
- The LTO shall promulgate prerequisites and guidelines for issuing licenses.
- Theoretical and practical examinations shall measure the competency of drivers.
- Tests for professional drivers shall be appropriate for the intended vehicle and service.
Penalties (Section 4)
- Officers issuing licenses without examinations, conniving with applicants, or negligently issuing licenses to unqualified applicants shall be removed from service.
- Applicants committing willful misrepresentation, connivance, falsification, or cheating shall be fined P20,000.
- Erring applicants' licenses shall be revoked, and they shall be prohibited from applying for two years.
- Repeat offenders shall be perpetually disqualified from obtaining a license.
- License holders violating traffic laws shall face corresponding penalties.
- In case of death or injury due to negligence, the offending driver's license shall be revoked for four years.
- The DOTr and LTO shall conduct nationwide information campaigns on road safety.
Review of Penalties (Section 5)
- The DOTr Secretary may increase fines by up to 5% every five years.
Research and Development (Section 6)
- The LTO shall conduct continuing research and development for efficient administration of the licensing system.
Implementing Rules and Regulations (Section 7)
- The DOTr Secretary shall promulgate implementing rules and regulations within 60 days.
Separability Clause (Section 8)
- If any provision is held invalid, the remaining provisions shall remain valid.
Repealing Clause (Section 9)
- All laws inconsistent with this Act are revoked, repealed, amended, or modified accordingly.
Effectivity (Section 10)
- This Act shall take effect 15 days after publication in the Official Gazette or a newspaper of general circulation.

Be it enacted by the Senate House of Representatives of Philippines in Congress assembled:
Section 1. Declaration of Policy. - It shall be the policy of the State to establish a system that promotes the ease of access to government services and efficient transportation regulation favorable to the people.
Section 2. Section 23 of Republic Act No. 4136, otherwise known as the "Land Transportation and Traffic Code", as amended, is hereby further amended and read as follows:
