Declaration of Policy (Section 1):

- Land transport stop: common stopover along highways or routes for long-distance travel.
- Rest area: facility along national highways with parking, restaurants, shops, recreational facilities, service stations, and public restrooms.
- RORO terminal: part of the Road Roll-On/Roll-Off system.
- Sanitary facilities: combination of comfort room and hand-washing facilities.

Provision of Free Internet (Section 3):
- DICT, DOTr, and stakeholders to ensure free internet is provided in transport terminals, stations, stops, rest areas, and RORO terminals, as per R.A. No. 10929.
- Owners/operators to ensure speedy and efficient implementation.

Standards for Sanitary Facilities (Section 4):
- Owners/operators to provide clean sanitary facilities with:
• Separate restrooms for PWDs, males, and females.
• Adequate ventilation and lighting.
• Safe, adequate, running water supply.
• Flush system.
• Toilet seat with cover.
• Lavatory with toilet paper, mirror, soap, hand dryer, and door lock.
• Waste bin.
• Exclusive space for diaper-changing.
- Compliance with P.D. No. 856 (Code on Sanitation) required.
- DOTr to conduct random inspections for compliance.

Prohibition on Collection of Fees (Section 5):
- Unlawful to collect fees from passengers for using regular sanitary facilities.
- Passengers must show paid bus ticket for the day to avail free use.
- Exclusion for separate, well-appointed/deluxe facilities operated for commercial purposes.

Lactation Station (Section 6):
- At least one lactation station separate from sanitary facilities, compliant with R.A. No. 7600 (as amended by R.A. No. 10028).
- DOTr, DOH to conduct random inspections for compliance.

Penalties (Section 7):
- Non-compliance with sanitary facility standards: P5,000 fine per day of violation.
- Violation of fee prohibition: P5,000 fine per day of violation.
- Failure to provide/maintain lactation station: P5,000 fine per day of violation, plus sanctions under R.A. No. 10028.
- LTFRB to review fines every 5 years, with DOTr Secretary approval for adjustments.

Implementing Rules and Regulations (Section 8):
- DOTr, DICT, LTFRB, DOH, PPA, and stakeholders to promulgate IRR within 60 days from effectivity.

Repealing Clause (Section 9)

Effectivity (Section 10):
- 15 days after publication in Official Gazette or two national newspapers.

REPUBLIC ACT NO. 11311 AN ACT TO IMPROVE LAND TRANSPORTATION TERMINALS, STATIONS, STOPS, REST AREAS AND ROLL-ON/ROLL-OFF TERMINALS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES SECTION 1. Declaration of Policy. — The State recognizes that the right of every establishment to a fair return of investment carries with it a corresponding social responsibility to provide adequate facilities for the comfort of its clientele. Towards this end, the State shall hereby require the owners, operators and administrators of land transportation terminals, stations, stops, rest areas and roll-on/roll-off terminals to improve their facilities through the provision of free internet services, and clean sanitary facilities. SECTION 2. Definition of Terms. — As used in this Act, the following terms shall mean: (a) Lactation station refers to a private, clean, sanitary, and well-ventilated room or area where nursing mothers can wash up, breastfeed or express their milk comfortably and store this afterward; (b) Land transport terminal/station refers to a passenger station and a place for the final stopover or a permanent station, office and yard of public utility vehicles,...
