- Eligibility for Lifetime Pension (Section 1):
• Justices who have rendered at least 20 years of service in the government, including the judiciary
• Retire at age 70 or resign due to incapacity
• Receive salary received at the time of retirement/resignation for the rest of their life
• Justices who have attained age 57 and rendered at least 20 years of government service, with at least 10 years continuously as a Justice or judge of a court of record, can also retire and receive their salary for life
• Condition: Retired Justices cannot appear as counsel against the government in civil or criminal cases, or collect fees for administrative proceedings against the government
- Benefits for Heirs of Deceased Justices (Section 2):
• If a Justice dies while in service and was eligible for retirement benefits, heirs receive a lump sum equal to 5 years of the Justice's salary
• If a Justice dies while in service but was not eligible for retirement benefits, heirs receive a lump sum equal to 2 years of the Justice's salary, plus reimbursement of premiums paid
• Same benefits apply to Justices who retire before eligibility due to age 70 or incapacity
- Lump Sum Payment and Annuity upon Retirement (Section 3):
• Upon retirement, Justices receive a lump sum equal to 5 years of their salary
• After 5 years, Justices receive a monthly annuity equal to their salary at retirement for the rest of their life
- Option to Choose Prior Retirement Benefits (Section 4):
• Retiring Justices can choose between benefits under this Act or any prior retirement gratuity Act
• If a Justice previously received a gratuity and is later appointed to the Supreme Court or Court of Appeals, they are entitled to benefits under this Act, but any previous gratuity must be refunded through deductions from their pension
- Enforcement and Contributions (Section 5):
• The Government Service Insurance System (GSIS) is responsible for enforcing and operating this Act
• Justices must contribute a monthly premium of 50 pesos to the GSIS funds to receive benefits
- Repeals (Section 6):
• Commonwealth Act No. 536 and any other conflicting provisions are repealed
- Effective Date (Section 7):
• This Act takes effect upon its approval on June 20, 1953

AN ACT TO PROVIDE FOR THE RETIREMENT OF JUSTICES OF THE SUPREME COURT AND OF THE COURT OF APPEALS, FOR THE ENFORCEMENT OF THE PROVISIONS HEREOF BY THE GOVERNMENT SERVICE INSURANCE SYSTEM, AND TO REPEAL COMMONWEALTH ACT NUMBERED FIVE HUNDRED AND THIRTY-SIX
Section 1. When a Justice of the Supreme Court or of the Court of Appeals who has rendered at least twenty years' service either in the judiciary or in any other branch of the Government, or in both, (a) retires for having attained the age of seventy years, or (b) resigns by reason of his incapacity to discharge the duties of his office, he shall receive during the residue of his natural life, in the manner hereinafter provided, the salary which he was receiving at the time of his retirement or resignation.
