- The administration and disposal of a portion of Lot 62, Block 573, of the Cadastral Survey of Manila, situated south of Harrison Boulevard and extending to the Estero de Maytubig, is transferred from the Land Authority to the City of Manila. (Section 1)
- Lot 76, Block 573, previously reserved for communal purposes, is converted into alienable and disposable land of the State for the same purpose as Lot 62. (Section 2)
Subdivision and Sale of Lots
- The City of Manila shall subdivide Lots 62 and 76 into small lots not exceeding 120 square meters in area. (Section 3)
- The lots shall be sold at cost on a 15-year installment basis to the present tenants or bona fide occupants, and then to other individuals. (Section 3)
- A down payment of not exceeding 2.5% of the lot price shall be required from eligible tenants or occupants. (Section 3)
- No person can purchase more than one lot. (Section 3)
- The costs of subdivision and survey shall not be included in the lot price. (Section 3)
Screening Committee and Eligibility
- A screening committee composed of representatives from the Agno-Leveriza Tenants Association and the Mayor's office shall process applications and determine eligibility for purchasing lots. (Section 4)
- Priority shall be given to present tenants and bona fide occupants. (Section 4)
- The screening committee's recommendation shall be the basis for the Mayor to execute an agreement to sell the lot. (Section 4)
Protection of Tenants and Occupants
- No ejectment proceedings against tenants or bona fide occupants shall be instituted, except those affected by road and alley ways, until all lots have been allocated and awarded. (Section 5)
- Pending ejectment proceedings against tenants or occupants shall be dismissed upon motion of the defendant. (Section 5)
- Any demolition order against tenants or occupants shall be lifted. (Section 5)
Subdivision Plan and Affected Occupants
- The City Engineer of Manila shall survey the lots and draft a subdivision plan, providing for a main road from Harrison Boulevard to the Estero de Maytubig and other alleys. (Section 6)
- Those affected by the road and alleys shall be removed, but their rights to purchase lots, if eligible, shall not be prejudiced. (Section 6)
Rental Arrears
- If a tenant or occupant is in arrears in the payment of rentals, the amount legally due shall be liquidated and payable in 24 equal monthly installments from the date of liquidation. (Section 7)
Property Encumbrance Restriction
- Properties acquired under this Act shall not be sold, transferred, mortgaged, or otherwise encumbered within 5 years from the date of full ownership vesting in the purchaser, without the consent of the Mayor of Manila. (Section 8)
Rules and Regulations
- The Mayor shall issue necessary rules and regulations to carry out the provisions of this Act. (Section 9)
Effectivity
- This Act shall take effect upon its approval. (Section 10)

AN ACT TRANSFERRING TO THE CITY OF MANILA THE DMINISTRATION AND DISPOSITION OF A PORTION OF LOT 62, BLOCK 573, OF THE CADASTRAL SURVEY OF MANILA, AND CONVERTING LOT 76 INTO ALIENABLE AND DISPOSABLE LAND FOR THE SAME PURPOSE.
Section 1. The administration and disposal of that portion of Lot 62, Block 573, of the Cadastral Survey of Manila which is situated south of the Harrison Boulevard, extending to the Estero de Maytubig, Malate, Manila, more specifically bounded as follows:
"On the North by Harrison Boulevard; on the East by private properties along Agno Street; on the South by the Estero de Maytubig; and on the West by private properties along Leveriza Street, covered by Original Certificate of the Title Numbered Six thousand seven hundred twenty-two, Registry Book Numbered 0-15, issued by the Register of Deeds of Manila,"
