Board of Regents
- The governing body of the University shall be the Board of Regents (Section 3)
- Composition: Minister of Education and Culture (Chairman), President of the University (Vice-Chairman), NEDA representative, and two prominent citizens appointed by the President (Section 3)
- Term of appointed Regents: First group - 2 and 4 years, thereafter 4 years (Section 3)
- Powers and duties include enacting rules and regulations, receiving funds, approving curricula, conferring degrees, appointing and fixing compensation of officials and employees, establishing chairs and fellowships, fixing tuition fees, authorizing construction and repairs, and other general powers (Sections 4 and 5)
President of the University
- Head of the University, appointed by the President of the Philippines for a term of 6 years, renewable (Section 8)
- Powers and duties usually pertaining to the Office of the President of a university (Section 8)
Administrative Council
- Consists of the President, vice-president, deans, directors, and other officials (Section 9)
- Duty is to implement policies on administration, management, and development planning approved by the Board of Regents (Section 9)
Academic Council
- Consists of the President as Chairman and all professors as members (Section 10)
- Powers include prescribing curricula, rules and discipline, fixing admission and graduation requirements, recommending degree recipients, and exercising disciplinary power over students (Section 10)
Faculty and Students
- Faculty members are exempt from civil service exams and regulations for appointment (Section 11)
- No religious test or inquiry shall be applied for faculty appointment (Section 11)
- No student shall be denied admission based on sex, nationality, religion or political affiliation (Section 12)
Financial Provisions
- Treasurer of the Philippines shall be the ex-officio treasurer of the University (Section 13)
- Accounts and expenses shall be audited by the Commission on Audit (Section 13)
- Tuition fees and other income shall constitute a special trust fund for the exclusive use of the University (Section 5(h))
- Additional appropriations are authorized under the General Appropriations Law (Section 17)
Transfer of Assets and Personnel
- Buildings, equipment, facilities, and land occupied by the Philippine College of Arts and Trades shall be transferred to the University, including an additional 10 hectares of government reservation (Section 16)
- All faculty and personnel of the college shall be absorbed by the University, with the incumbent president becoming the first President of the University (Section 18)
Repealing Clause and Effectivity
- All laws, decrees, orders, rules and regulations inconsistent with this Decree are repealed or modified accordingly (Section 19)
- This Decree shall take effect immediately (Section 20)

PRESIDENTIAL DECREE No. 1518
CONVERTING THE PHILIPPINE COLLEGE OF ARTS AND TRADES INTO THE TECHNOLOGICAL UNIVERSITY OF THE PHILIPPINES, DEFINING ITS OBJECTIVES, ORGANIZATIONAL STRUCTURE AND FUNCTIONS, AND EXPANDING ITS PROGRAMS
WHEREAS, the Constitution of the Philippines directs the State to establish a complete, adequate and integrated system of education relevant to the goals of national development and prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency;
WHEREAS, it has been declared a policy of the government under Presidential Decree No. 6-A, otherwise known as the Educational Development Decree of 1972, to reorient the educational system toward an accelerated national economic growth and meaningful social development;
WHEREAS, the Presidential Commission to Survey Philippine Education (PCSPE) recommended that high priority be given to the provision of technical and vocational education and retraining programs in order to meet current and projected needs for trained manpower in a developing society;
