EXECUTIVE ORDER NO. 625Creation of the National Committee on Geological Sciences
• Creates the National Committee on Geological Sciences under the authority of the Office of the President. (Sec. 1)
• Defines "Geological Sciences" as the group of disciplines in natural sciences dealing with the earth, its composition, physics, structure, and evolution, including geochemistry, petrology, mineralogy, geophysics, geodynamics, structural geology, tectonics, geomorphology, volcanology, seismology, stratigraphy, paleontology, historical geology, economic geology, and interdisciplinary subjects like marine geology, hydrogeology, engineering geology, petroleum geology, environmental geology, mineral economics, mining geology, geomathematics, geostatistics, geobarometry, geochronology, nuclear geology, geothermometry, astrogeology, and remote sensing in geology. (Sec. 2)
• The Committee is composed of representatives from various agencies, including the Bureau of Mines and Geo-Sciences (lead agency), Bureau of Coast and Geodetic Survey, Commission on Volcanology, Philippine Atmospheric Geophysical and Astronomical Services Administration, Department of Geology and Geography (University of the Philippines), National Research Council of the Philippines, Natural Resources Management Center, Mines Research Division, National Economic and Development Authority, Ministry of Foreign Affairs, and other concerned agencies. (Sec. 3)
• The Committee's powers and functions include:
- Advising the President and other entities on geological sciences matters related to environmental protection, energy and mineral resources development/conservation, and participation in international geological programs. (Sec. 4.1)
- Coordinating, promoting, and monitoring national programs and Philippine participation in regional and international geological sciences programs. (Sec. 4.2)
- Facilitating effective representation of the Philippines in international geological organizations. (Sec. 4.3)
- Facilitating the compilation, storage, retrieval, analysis, and dissemination of information about geological sciences. (Sec. 4.4)
- Soliciting and accepting donations and monetary contributions for implementing the Committee's programs. (Sec. 4.5)
- Formulating and implementing necessary rules and regulations. (Sec. 4.6)
• The Committee members shall elect a Chairman and Vice-Chairman who will serve for two years, assisted by a permanent Executive Secretary from the Bureau of Mines and Geo-Sciences. (Sec. 5)
• The Director of Mines and Geo-Sciences is authorized to allocate and disburse funds necessary for the Committee's operation and maintenance from the 1980 and 1981 budget allocation for the Bureau of Mines and Geo-Sciences, and thereafter include the Committee's budget in the Bureau's budgetary requirement. (Sec. 6)
• The Order takes effect immediately. (Sec. 7)

CREATING A NATIONAL COMMITTEE ON GEOLOGICAL SCIENCES
WHEREAS, the field of geological sciences assumes a prominent role in the country's urgent search for more energy and mineral resources as well as in the popular concern for environmental protection and conservation;
WHEREAS, local efforts in the field of geological sciences are handled by several government agencies and institutions;
WHEREAS, international programs and activities in the geological sciences involving Philippine participation require the unified planning and action by several government agencies and institutions concerned;
WHEREAS, the creation of a coordinating body involving the government agencies and institutions concerned would provide a vehicle for the systematic planning and deliberation of national programs in the geological sciences as well as Philippine participation in international geological activities; eliminate undue duplication of efforts and expenditures; facilitate data exchange and monitoring; and provide government policy makers on advisory body concerning developments in the geological sciences;
