Creation of the Ifugao Terraces Commission (Sec. 1)

Functions and Responsibilities of the Commission (Sec. 2)
- Formulate a Three-Year Ifugao Terraces Master Plan by September 30, 1994, and a Six-Year Integrated Master Plan for the whole area by December 1, 1994, based on specific guidelines. (Sec. 2a)
    - Guidelines include restoration and preservation, public access, rational land use and zoning, infrastructure provision, reforestation, agricultural productivity, and peace and order. (Sec. 2a(1)-(8))
    - Plans to include a Comprehensive Investment Program, Capability Building Program, and establishment of various centers. (Sec. 2a)
- Assist local government units in planning activities for tourism development, environmental protection, business investment, social development, and institutional building. (Sec. 2b)
- Adopt a process of maximum consultation with local stakeholders. (Sec. 2c)
- Study and review policy measures on environmental protection, poverty alleviation, local autonomy, eco-tourism, and sustainable development. (Sec. 2d)
- Recommend legislation, zoning ordinances, fire limits, and building regulations. (Sec. 2e)
- Recommend other necessary ordinances and measures. (Sec. 2f)

Land Reservation (Sec. 3)
- Government lands in the subject area are reserved from lease, sale, or other disposition for developmental purposes in accordance with the approved Plans.

Enforcement of Height Limitations (Sec. 4)
- Local government units are directed to strictly enforce ordinances prescribing height limitations in building construction.

Assistance from Government Agencies (Sec. 5)
- The Commission may call upon any government agency for assistance.

Reporting (Sec. 6)
- The Commission shall submit monthly reports to the Office of the President.

Funding (Sec. 7)
- Five Million Pesos (P5,000,000) to be drawn equally from the President's Contingent Fund and funds of the Department of Tourism for the Commission's operations in 1994.
- Appropriations for succeeding years to be incorporated in the budget proposals under the Office of the President.

Revocation and Modification (Sec. 8)
- Inconsistent executive issuances, orders, rules, and regulations are revoked or modified accordingly.

Effectivity (Sec. 9)
- This Executive Order takes effect immediately.
