Summary of Presidential Decree No. 1324Creation of Barangay San Martin de Porres
- Detaches and separates the subdivision known as United Parañaque 1, 2, a-A, 3, Marrian Park and Sitio de Asis from Barangay Sto. Niño in the Municipality of Parañaque, Metro Manila to form a new and independent barangay called Barangay San Martin de Porres. (Section 1)
- The creation of the new barangay does not affect the legal existence of the mother barangay, Barangay Sto. Niño.
Applicability of Laws
- Except as provided in the decree, all provisions of law applicable to regular barangays shall also apply to Barangay San Martin de Porres. (Section 2)
Transition of Barangay Officials
- The current elective barangay officials of Barangay Sto. Niño shall continue to perform their duties in the newly created Barangay San Martin de Porres until new officials are appointed by the President. (Section 3)
- The appointed officials shall hold office until their successors are elected in the regular elections for barangay officials following the issuance of the decree, unless removed earlier by the President.
- Necessary appointive officers and employees shall be appointed as provided for under existing laws to organize or complete the government personnel of Barangay San Martin de Porres.
Transfer of Assets and Liabilities
- Upon the effectivity of the decree, the proportionate share of Barangay San Martin de Porres in the obligations, funds, assets, and other property of Barangay Sto. Niño shall be transferred by the President of the newly created barangay upon the recommendation of the Commission on Audit. (Section 4)
Repealing Clause
- All laws, executive orders, or regulations inconsistent with the decree are hereby repealed or modified accordingly. (Section 5)
Effectivity
- The decree shall take effect immediately. (Section 6)

PRESIDENTIAL DECREE No. 1324 April 3, 1978
CREATING BARANGAY SAN MARTIN BE PORRES IN THE MUNICIPALITY OF PARAÑAQUE, METRO-MANILA
WHEREAS, the fundamental aim of the state is to hasten up the pace of socio-economic development throughout the country;
WHEREAS, the effective implementation of the declared programs of the government on development hinges primarily on the administrative efficiency of each and every local government units;
WHEREAS, it has been the clamor of the residents of the proposed barangay with the conformity of the elective officials of the locality to create the new barangay so as to achieve a closer supervision of the execution of the developmental programs of the locality;
WHEREAS, the creation of the proposed barangay will redound and contribute greatly to the upliftment of the socio-economic well-being of the residents therein;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree, as part of the law of the land, the following:
