- They shall be appointed by the Chief Justice and serve until age 65 or incapacitated, but can be removed for just cause by at least 8 Supreme Court Justices (Section 3)
- Members of the Judiciary can be appointed without relinquishing their judicial position, seniority, benefits, and privileges (Section 3)
Oath of Office and Salaries
- Oath of Office shall be filed with the Clerk of Court of the Supreme Court (Section 4)
- Salaries cannot be decreased during their tenure (Section 5)
- Court Administrator's salary is ₱56,400, and Deputy Court Administrator's salary is ₱52,400 (Section 5)
Powers, Functions, and Responsibilities
- The Supreme Court shall determine and define the powers, functions, and responsibilities of the Court Administrator and Deputy Court Administrators (Section 6)
Staffing and Personnel
- The Chief Justice can create offices, services, divisions, and units in the Office of the Court Administrator (Section 7)
- Subordinate personnel shall belong to the classified service and be governed by the Civil Service Law, except for highly technical or confidential positions (Section 8)
Appropriations
- ₱2,000,000 is appropriated to carry out the purposes of this Decree (Section 9)
- Appropriations for succeeding fiscal years shall be included in the Annual General Appropriations Decree (Section 9)
Repealing Clause and Effectivity
- All laws, decrees, and orders inconsistent with this Decree are repealed or modified accordingly (Section 10)
- This Decree shall take effect immediately (Section 11)

PRESIDENTIAL DECREE No. 828 November 18, 1975
CREATING THE OFFICE OF THE COURT ADMINISTRATOR IN THE SUPREME COURT AND PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES
WHEREAS, the Constitutions vests in the Supreme Court administrative supervision of all courts and the personnel thereof;
WHEREAS, the Supreme Court, being an appellate and collegiate body, can best exercise its powers of administrative supervision through an office specifically created for the purpose, and has accordingly proposed and recommended the creation of the Office of the Court Administrator;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order the following:
Section 1. Creation of the Office of the Court Administrator. There is hereby created in the Supreme Court of the Philippines an Office of the Court Administrator to assist the said Court in the exercise of its power of administrative supervision over all courts as provided in Section 6, Article X, of the Constitution.
