Establishment of Campuses
- Establishes campuses of the Davao del Norte State College (DNSC) in the municipalities of Carmen, Sto. Tomas, and the Island Garden City of Samal in Davao del Norte Province. (Section 2)
- The campuses shall be known as DNSC-Carmen Campus, DNSC-Sto. Tomas Campus, and DNSC-IGACOS Campus. (Section 2)

Mandate and Offerings
- The campuses shall primarily provide short-term, technical-vocational, undergraduate, and graduate courses within their respective areas of competency and specialization, pursuant to the mandate of DNSC. (Section 3)
- The campuses shall undertake research and extension services, and provide progressive leadership in these areas. (Section 3)

Campus Administration
- Each campus shall be headed by a Campus Administrator who shall render full-time service and be appointed or designated by the Board of Trustees upon the recommendation of the search committee and the DNSC President. (Section 4)
- The appointment or designation shall be subject to the guidelines, qualifications, and standards set by the Board of Trustees. (Section 4)

Compliance and Requirements
- The campuses shall comply with the minimum requirements for their operation and program offerings, as prescribed by the Commission on Higher Education. (Section 5)

Transfer of Assets, Personnel, and Records
- All assets, personnel, records, liabilities, and obligations of the campuses shall be transferred to DNSC. (Section 6)
- The positions, rights, and security of tenure of faculty members and personnel employed at the campuses under existing laws prior to the integration to DNSC shall be respected. (Section 6)
- All parcels of land belonging to the government occupied by the campuses are declared to be the property of DNSC and shall be titled under that name. (Section 6)

Governing Charter and Powers
- The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) shall form part of this Act and serve as the governing charter of DNSC. (Section 7)
- All other powers, functions, privileges, responsibilities, and limitations to state colleges and their officials under existing laws shall be deemed granted to or imposed upon DNSC and its officials, whenever appropriate. (Section 8)

Appropriations
- The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act. (Section 9)

Separability Clause
- If any part or provision of this Act is declared invalid or unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 10)

Repealing Clause
- All laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with the provisions of this Act are repealed or modified accordingly. (Section 11)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 12)
