Defining the Boundary Between Rizal and Bulacan Provinces
• The provincial boundary between Rizal and Bulacan, particularly in the municipalities of Navotas (Rizal) and Obando (Bulacan), has never been defined since time immemorial.
• A committee was created under Memorandum Order No. 446 to define the boundary line between the two provinces in the said municipalities.
• The mayors of Navotas and Obando agreed to the boundary line drawn by the committee.
• The Bureau of Lands conducted a survey of the agreed boundary line under Plan SWO-41726 from August 1 to 31, 1974.
• The boundary line is described as follows:
    - Beginning at the junction of Binuwangan River and Sapang Tukol creek, towards southwest direction to Manila Bay up to the end of Sapang Tukol.
    - Then to a point S 03°-03'W, 1.50 meters marked as PBM No. 16 for Bulacan Province, with latitude 14°-42'-20".025 N and longitude 120°-54'-36".598 E.
    - Then S 56°-43' W, 471.16 meters to a point marked as PBM No. 17 for Bulacan Province, also identical to PBM No. 51 for Rizal Province, with latitude 14°-42'-11".608 N and longitude 120°-54'-23".434 E.
    - Then S 56°-44' W, 119.00 meters, to a point on the shoreline of Manila Bay.
• The decree took effect immediately upon its issuance on January 30, 1975.
