- Declares the policy of attaining a balance between socio-economic growth and environmental protection. (Section 1)
- Establishes an Environmental Impact Statement System requiring environmental impact statements for projects significantly affecting the environment. (Section 2)
- Authorizes the Minister of Human Settlements to name lead agencies for preparing environmental impact statements for environmentally critical projects and areas. (Section 3)
- Allows the President to declare certain projects, undertakings, or areas as environmentally critical, requiring an Environmental Compliance Certificate. (Section 4)
- For environmentally critical projects/areas, the President may reorganize government offices, and the Ministry of Human Settlements shall:
- Prepare land/water use patterns. (Section 4)
- Establish ambient environmental quality standards. (Section 4)
- Develop environmental enhancement/protective measures. (Section 4)
- Perform other functions as directed by the President. (Section 4)
- Non-critical projects may be required to provide additional environmental safeguards. (Section 5)
- Authorizes the National Environmental Protection Council to constitute a secretariat to administer the Environmental Impact Statement System. (Section 6)
- Authorizes the Ministry of Human Settlements to provide management and financial support to offices under its supervision. (Section 7)
- Authorizes the National Environmental Protection Council to issue rules and regulations, and utilize the National Pollution Control Commission as an implementing arm. (Section 8)
- Imposes penalties of suspension/cancellation of certificate and/or a fine up to Fifty Thousand Pesos (P50,000.00) for violations. (Section 9)
- Creates an Environmental Revolving Fund from penalty proceeds for the operation of the National Environmental Protection Council and National Pollution Control Commission. (Section 10)
- Abolishes the Inter-Agency Advisory Council of the National Pollution Control Commission and transfers its powers to the National Environmental Protection Council. (Section 11)
- Repeals inconsistent laws, decrees, executive orders, rules, and regulations. (Section 11)

PRESIDENTIAL DECREE No. 1586
ESTABLISHING AN ENVIRONMENTAL IMPACT STATEMENT SYSTEM, INCLUDING OTHER ENVIRONMENTAL MANAGEMENT RELATED MEASURES AND FOR OTHER PURPOSES
WHEREAS, the pursuit of a comprehensive and integrated environment protection program necessitates the establishment and institutionalization of a system whereby the exigencies of socio-economic undertakings can be reconciled with the requirements of environmental quality;
WHEREAS, the regulatory requirements of environmental Impact Statements and Assessments instituted in pursuit of this national environmental protection program have to be worked into their full regulatory and procedural details in a manner consistent with the goals of the program.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution do hereby order and declare:
Section 1. Policy. It is hereby declared the policy of the State to attain and maintain a rational and orderly balance between socio-economic growth and environmental protection.
