Establishment of a 300-bed Tertiary Training and General Hospital
- A 300-bed capacity tertiary training and general hospital shall be established in Barangay Mauway, City of Mandaluyong, to be known as the Senate President Neptali A. Gonzales General Hospital (SPNGGH). (Section 1)
- The hospital shall be under the direct supervision and control of the Department of Health (DOH). (Section 1)

Hospital Development Plan
- The DOH shall develop a hospital development plan reflecting the developmental goals of the hospital. (Section 2)
- Any future increase in bed capacity and upgrading of healthcare services and facilities shall be based on the hospital development plan. (Section 2)
- The hospital development plan shall include a hospital site and physical facilities development covering the mandated location. (Section 2)

Hospital Site and Location
- The hospital site shall be at least 2,000 square meters within the premises of the National Center for Mental Health (NCMH). (Section 2)
- This provision shall be an exception to the provisions of Republic Act No. 5260 and other related laws, executive orders, regulations, and issuances. (Section 2)

Appropriation
- An amount of Nine hundred million pesos (P900,000,000.00) is appropriated for the implementation of this Act, to be included and funded under the 2022 General Appropriations Act under the Health Facilities Enhancement Program (HFEP) of the DOH. (Section 3)

Rules and Regulations
- The DOH shall issue the necessary rules and regulations for the effective implementation of this Act within sixty (60) days from its effectivity. (Section 4)

Separability Clause
- If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 5)

Repealing Clause
- All laws, executive orders, issuances, rules, and regulations inconsistent with this Act are hereby repealed or modified accordingly. (Section 6)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 7)
