- Zonification of tobacco growing areas in the Philippines to ensure that the tobacco variety is suited to the area's soil, climate, and topography for high yield and quality. (Section 1)
- Specific provinces designated for growing different tobacco varieties:
1. Virginia Tobacco: Ilocos Norte, Ilocos Sur (except Cabugao Valley for wrapper), Abra (except Pilar municipality), La Union (except Tubao Valley for wrapper). (Section 1.1)
2. Cigar Tobacco: Isabela, Cagayan, Quirino, Nueva Ecija, Nueva Vizcaya, Zamboanga del Sur, Misamis Oriental, Leyte. (Section 1.2)
3. Burley Tobacco: Occidental Mindoro, Eastern and Central Pangasinan. (Section 1.3)
4. Turkish Tobacco: Western Pangasinan, Western Tarlac, Zambales, Cebu. (Section 1.4)
- The Philippine Tobacco Board may modify the zonification areas as necessary for the tobacco industry's benefit. (Section 1)
- The Bureau of Plant Industry, upon approval by the Philippine Tobacco Board, shall promulgate the necessary rules and regulations for implementing the Decree. (Section 2)
- Tobacco produced outside the designated zonification areas shall not be entitled to the floor price fixed by the Philippine Tobacco Board or agricultural extension services, production supervision, and credit assistance from concerned agencies. (Section 3)
- The Philippine Virginia Tobacco Administration, Philippine Tobacco Administration, Bureau of Plant Industry, Bureau of Internal Revenue, and other concerned agencies shall ensure the proper and effective implementation of the Decree. (Section 4)
- The Decree shall take effect during the next planting season. (Section 5)

PRESIDENTIAL DECREE No. 628 December 28, 1974
ESTABLISHING ZONIFICATION AREAS FOR TOBACCO GROWING IN THE PHILIPPINES
WHEREAS, the different tobacco varieties are grown in practically all areas in the Philippines without regard to the soil, climate, topography and other agricultural conditions obtaining in this area;
WHEREAS, it is necessary that the type or variety of tobacco to be grown shall be suited to the area in order to produce high-yield and good quality tobacco for export and for domestic sale or consumption;
WHEREAS, in order to stabilize and maintain the prices of tobacco at reasonable level for the benefit of the planters, exporters and cigar and cigarette manufacturers, the production of tobacco should be consistent with the demand for domestic sale or consumption and for export;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order:
Section 1. Zonification. Philippine tobacco shall be grown only in the following provinces:
