- Composition of the Board of Commissioners (hereinafter referred to as the Board) of the Commission on Population (POPCOM):
    - Secretary of Education and Culture
    - Secretary of Health
    - Secretary of Social Welfare
    - Dean of the University of the Philippines Population Institute
    - Director-General of the National Economic and Development Authority
    - Executive Director of the Population Center Foundation, Inc.
    - Two other members from the private sector with expertise in population, not recipients of POPCOM program money, appointed by the President for a 3-year term (Section 1)

Section 2:
- Repealing Clause: All laws, acts, decrees, executive orders, and rules and regulations inconsistent with this Decree are repealed or modified accordingly (Section 2)

Section 3:
- Effectivity: This Decree shall take effect immediately (Section 3)
