- Character Building Activities: Authentic learning activities that form, shape, and build up the character of learners.
Institutionalization of GMRC and Values Education (Section 4):
- GMRC shall be taught as a separate subject from Grades 1 to 6, with the same time allotment as core subjects.
- GMRC shall be integrated in daily learning activities in kindergarten.
- GMRC shall focus on human dignity, respect, community spirit, decision-making skills, and basic tenets like caring, respect, discipline, sincerity, honesty, obedience, and love for country.
- Values Education shall be taught as a separate subject from Grades 7 to 10, with the same time allotment as core subjects.
- Values Education shall be integrated in the teaching of subjects in Grades 11 and 12.
Coverage of Values Education (Section 5):
- Values Education shall be an integral and essential part of the K to 12 Basic Education Curriculum.
- It shall encompass universal human, ethical, and moral values, including respect for oneself, others, and elders, intercultural diversity, gender equity, ecology, peace and justice, obedience to law, nationalism, global citizenship, patience, perseverance, industry, honesty, integrity, and good faith.
Teaching Qualification and Capacity Building (Section 6):
- Preference shall be given to teachers with diploma, certification, or training in Values Education or allied disciplines.
- DepEd shall provide appropriate training and relevant instructional materials to enhance teachers' capacity.
Whole School Approach (Section 7):
- A whole school approach shall be adopted to facilitate collaborative action and stakeholder involvement for an inclusive values education framework.
Annual Review and Assessment (Section 8):
- DepEd shall conduct an annual review of the institutionalization of GMRC and Values Education.
- A report shall be submitted to the Committees on Basic Education of both houses of Congress within 30 days from the termination of the review and assessment period.
Implementing Agency (Section 9):
- DepEd shall be the lead agency in implementing the provisions of this Act.
Appropriations (Section 10):
- The initial implementation shall be sourced from DepEd's current appropriations.
- Subsequent implementation shall be included in the annual General Appropriations Act.
Implementing Rules and Regulations (Section 11):
- DepEd shall issue the necessary rules and regulations within 90 days after the effectivity of this Act, in consultation with relevant stakeholders.
Separability Clause (Section 12):
- If any part of the Act is held invalid or unconstitutional, the other parts shall remain in full force and effect.
Repealing Clause (Section 13):
- All laws, decrees, rules, executive orders, and other administrative issuances inconsistent with this Act are repealed, superseded, or modified accordingly.
Effectivity (Section 14):
- This Act shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation.

AN ACT INSTITUTIONALIZING GOOD MANNERS AND RIGHT CONDUCT AND VALUES EDUCATION IN THE K TO 12 CURRICULUM, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES
SECTION 1. Short Title. — This Act shall be known as the "GMRC and Values Education Act."
SECTION 2. Declaration of Policies. — The State recognizes the vital role of the youth in nation-building and promotes and protects their physical, moral, spiritual, intellectual and social well-being. The State also recognizes the fundamental role of all educational institutions in the inculcation of patriotism and nationalism, fostering of love of humanity, respect of human rights, appreciation of the role of modern-day and national heroes in the historical development of the country, teaching the rights and duties of citizenship, strengthening ethical and spiritual values, developing moral character and personal discipline, encouraging critical and creative thinking, broadening scientific and technological knowledge, and promoting vocational efficiency.
Towards these ends, the State shall inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs. The...
