Increasing Bed Capacity of Cagayan Valley Medical Center (CVMC)
- The bed capacity of CVMC in Tuguegarao City, Cagayan shall be increased from 500 to 1,000 beds. (Section 1)
- Any future increase in bed capacity shall be consistent with the hospital development plan prepared by the Medical Center Chief and submitted to the Department of Health (DOH). (Section 1)

Upgrading Professional Health Care Services and Facilities
- The existing professional health care services and facilities of CVMC shall be upgraded to conform with and be commensurate to the increase in bed capacity, consistent with the hospital development plan. (Section 2)

Increasing Workforce
- The existing workforce of CVMC, including doctors, nurses, and support personnel, shall be increased correspondingly, consistent with the hospital development plan. (Section 3)
- The DOH Secretary, after consultation with the Medical Center Chief and coordination with the Department of Budget and Management and Civil Service Commission, shall determine the additional new positions to be created and filled up. (Section 3)

Funding and Implementation
- The DOH Secretary shall immediately include the implementation of this Act in the DOH program, and the funding shall be included in the annual General Appropriations Act. (Section 4)

Separability Clause
- If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 5)

Repealing Clause
- All laws, executive orders, issuances, rules and regulations inconsistent with this Act are hereby repealed or modified accordingly. (Section 6)

Effectivity Clause
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a national newspaper of general circulation. (Section 7)

November 13, 2020 REPUBLIC ACT NO. 11498 AN ACT INCREASING THE BED CAPACITY OF THE CAGAYAN VALLEY MEDICAL CENTER (CVMC) IN TUGUEGARAO CITY, PROVINCE OF CAGAYAN, FROM FIVE HUNDRED (500) TO ONE THOUSAND (1,000) BEDS AND APPROPRIATING FUNDS THEREFOR SECTION 1. The bed capacity of the Cagayan Valley Medical Center (CVMC) shall be increased from five hundred (500) to one thousand (1,000) beds. Any future increase in bed capacity shall be consistent with the hospital development plan which shall be prepared and submitted by the Medical Center Chief of the CVMC to the Department of Health (DOH) to reflect the development goals of the hospital. SECTION 2. The existing professional health care services and facilities of the CVMC are also hereby upgraded to conform with and be commensurate to the increase in bed capacity as provided for in Section 1 hereof, consistent with the hospital development plan.
