Establishment of the Philippine Sports Training Center (PSTC) (Section 3):

Objectives of the PSTC (Section 4):

- Contribute to sports science and research as the national sports training institution, assisted by the Philippine Sports Commission (PSC) and Philippine Sports Institute (PSI) (Section 4b)
- Serve as a venue for training coaches and referees (Section 4c)
- Host local and international competitions, if necessary (Section 4d)
- Other purposes inherent and incidental to the PSTC's creation (Section 4e)
Sports Facilities and Amenities (Section 5):
- Administration Building, Athletes and Coaches Dormitory, Baseball Field, Beach Volleyball Courts, Bowling Center, Conference and Seminar Hall, Covered Swimming and Diving Pool, Football Field, Gymnastics Center, Multi-purpose Gymnasium, Multi-purpose field (including Archery Range, BMX Track, Lawnballs and Petanque Field), Rugby Pitch, Skeet and Trap Range, Softball Field, Track and Field Oval, Tennis Courts, Velodrome, Villas for Guests, Sports Science Building, Mess Hall, Recreation Hall (AV Room), Library, Weight Training Building, School Buildings, Medical Center, Worship and Meditation Room
- Facilities for Olympic and non-Olympic sports such as Aquatics, Archery, Arnis, Athletics, Badminton, Baseball, Basketball, Billiard and Snookers, BMX and Cycling, Bowling, Boxing, Chess, Dancesport, Fencing, Floorball, Football, Futsal, Handball, Gymnastics, Jiu-Jitsu, Judo, Karatedo, Lawn Tennis, Muay Thai, Pencak Silat, Petanque, Rugby, Sambo, Shooting, Softball, Soft Tennis, Squash, Table Tennis, Taekwando, Triathlon, Volleyball, Weightlifting, Wrestling, Wushu, and other sports with accredited national sports associations
Administration, Management, Operation and Maintenance (Section 6):
- The PSC is vested with the authority to administer, manage, operate and maintain the PSTC, including administration of incidental income, security, assignment of personnel, and hiring of managers, specialists, and other administrative staff
- The PSC shall employ professional and highly skilled managers with long and vast experience in sports administration and management
Ownership of the PSTC (Section 7):
- The ownership of the PSTC, including its sports facilities and amenities, is vested upon the PSC
- The Title of the land shall be transferred to the PSC in accordance with law, either by grant, donation, or payment of just compensation
Report to Congress (Section 8):
- The PSC Chairman shall submit a quarterly report to the House Committee on Youth and Sports Development and the Senate Committee on Sports regarding the status of the PSTC construction until completion
Deputy Executive Director (Section 9):
- A Deputy Executive Director shall be appointed or designated by the PSC Chairperson to direct and supervise the day-to-day operations of the PSTC
- The Deputy Executive Director must be a Filipino citizen, of good moral character, a college graduate, and has at least 5 years of experience in sports administration
- The PSC Chairperson shall appoint or designate other personnel to assist the Deputy Executive Director as deemed necessary
Assistance by Government Entities (Section 10):
- The PSC may call upon any government agency for assistance in the acquisition and/or possession, including transfer of Title over the property where the PSTC will be located, in planning and site development, in management of facilities to ensure proper maintenance and safeguard of athletes, coaches and staff, and in the implementation of training and skills programs
Funding (Section 11):
- For the establishment and construction of the PSTC, an amount of Three billion five hundred million pesos (P3,500,000,000.00) is appropriated and shall be included in the annual General Appropriations Act (GAA)
- The amount necessary for the maintenance, operation, and management of the PSTC shall be included in the budget of the PSC in the GAA
- All incidental income derived by the PSC in its management and operation of the PSTC shall form part of the National Sports Development Fund (NSDF)
Implementing Rules and Regulations (Section 12):
- The PSC shall, in consultation and coordination with the Department of Budget and Management and the Department of Public Works and Highways, promulgate the necessary rules and regulations for the effective implementation of this Act not later than 30 days upon its effectivity
- The failure to promulgate the rules and regulations shall not prevent the implementation of this Act upon its effectivity
Separability Clause (Section 13):
- If any provision of this Act is declared unconstitutional, the remainder of the Act or any provision not affected shall remain in full force and effect
Repealing Clause (Section 14):
- All laws, decrees, orders, issuances, rules and regulations or parts thereof inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly
Effectivity (Section 15):
- This Act shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation

REPUBLIC ACT NO. 11214
AN ACT ESTABLISHING A SPORTS COMPLEX KNOWN AS THE "PHILIPPINE SPORTS TRAINING CENTER," AND PROVIDING FUNDS FOR THE ACQUISITION OF PROPERTY, THE CONSTRUCTION OF FACILITIES, AND THE ADMINISTRATION, MAINTENANCE, AND MANAGEMENT OF THE CENTER
SECTION 1. Short Title. — This Act shall be known as the "Philippine Sports Training Center Act."
SECTION 2. Declaration of Policy. — It is the policy of the State to promote and develop sports in the country, to achieve excellence in international sports competitions, to ensure success in the country's quest to achieve competitiveness in the Olympic Games and to promote international amity among nations. Pursuant thereto, the establishment and construction of a national sports training facility shall be a primary strategy to achieve the foregoing objectives.
Furthermore, under Article XIV, Section 19 of the Philippine Constitution, the State shall promote physical education and encourage sports programs, league competitions, and amateur sports, including training for international competitions to foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry.
