- Establishes the ranks or grades for police and fire service personnel of the Integrated National Police (Section 1):
• Police Service: Police Colonel, Police Lieutenant Colonel, Police Major, Police Captain, Police Lieutenant, Police Sergeant, Police Corporal, Patrolman First Class, Patrolman
• Fire Service: Fire Colonel, Fire Lieutenant Colonel, Fire Major, Fire Captain, Fire Lieutenant, Fire Sergeant, Fire Corporal, Fireman First Class, Fireman
- Sets the authorized salary rates for each rank, with eight salary steps or scales within a salary range (Section 2)
• Provides a table with the specific salary rates in pesos per month for each rank and salary step
- Outlines guidelines for adjusting salaries of members (Section 3):
• If prior salary is lower than the minimum rate for the rank, it shall be raised to the minimum rate (Section 3a)
• If prior salary coincides with a prescribed salary step, it shall continue to be received (Section 3b)
• Upon promotion, the member shall receive the minimum salary for the new rank or the next higher rate than their previous salary (Section 3c)
• Upon demotion, the member shall receive the salary rate corresponding to the salary step they were formerly receiving in the demoted rank (Section 3d)
• If prior salary is higher than the maximum rate for the rank, the member shall continue to receive such salary (Section 3e)
- Newly appointed members shall initially receive the salary in the first salary step for their rank (Section 4)
- Members may be adjusted to the next higher salary step within the salary range for their rank, subject to performance, efficiency, outstanding achievements, and other related factors, not earlier than two years but not less than five years (Section 5)
- The Chief of Constabulary/Director General of the Integrated National Police shall determine and prescribe reasonable allowances for police and fire service personnel, subject to the approval of the Secretary of National Defense (Section 6)
- The National Government shall provide an annual appropriation from the National Treasury to finance the salary and allowances of the members of the Integrated National Police (Section 7)
- The Chief of Constabulary/Director General of the Integrated National Police shall promulgate the necessary rules and regulations for the effective implementation of this Decree, subject to the approval of the Secretary of National Defense (Section 8)
- Repeals and/or modifies all laws, decrees, orders, rules and regulations inconsistent with this Decree (Section 9)
- The rank and salary rates of the Philippine Constabulary elements of the Integrated National Police shall remain as provided for in existing laws, rules and regulations (Section 10)
- This Decree shall take effect on January 1, 1976 (Section 11)

PRESCRIBING THE STANDARD RANKS AND SALARY RATES FOR MEMBERS OF THE INTEGRATED NATIONAL POLICE
WHEREAS, pursuant to Section 12, Article XV of the Constitution of the Philippines, Presidential Decree No. 765, dated August 8, 1975, has been promulgated to constitute the Integrated National Police under the Department of National Defense, with the Philippine Constabulary as the nucleus and the integrated police forces established by Presidential Decrees No. 421, No. 482, No. 531, No. 585, and No. 641, as components;
WHEREAS, among the measures envisioned in the aforesaid Decrees for the attainment of an efficient and responsive police service is to provide for a standard rank and salary structures within the fiscal capability of the government for the members thereof;
WHEREAS, it is imperative to provide a uniform salary rate structure among the members of the Integrated National Police who perform related functions and duties to enhance their discipline and efficiency;
