Special Fund for Energy Projects

    - Subsidize importation of crude oil and refined petroleum products by government agencies or government-owned or controlled corporations to assure adequate and continuous supply at reasonable prices. (Section 1)
    - Other special economic and social projects as determined by the President of the Philippines. (Section 1)

Non-Reversion of the Special Fund
- The special fund and any unexpended balances or accruals shall not revert, be transferred to the general fund, or be abolished by operation of law. (Section 1)
- The fund shall remain and continue as a special account available for continuing outlay by the President. (Section 1)
- The fund shall not be abolished, reverted, or transferred to the General Fund except upon specific direction of the President of the Philippines. (Section 1)

Immediate Effect
- This decree shall take effect immediately. (Section 2)
