Renaming the Department of Land Reform Back to Department of Agrarian Reform

- Background and Rationale (Whereas clauses):
• Executive Order No. 364 in 2004 transformed the Department of Agrarian Reform into the Department of Land Reform. (Section 1)
• Republic Act No. 6657 (Comprehensive Agrarian Reform Law) defines agrarian reform as the redistribution of lands, regardless of crops or fruits produced, to farmers and regular farm workers who are landless, irrespective of tenurial arrangement. (Section 2)
• Agrarian reform includes the totality of factors and support services designed to lift the economic status of the beneficiaries and all other arrangements alternative to physical redistribution of lands, such as production or profit sharing, labor administration, and the distribution of shares of stocks. (Section 2)

- Main Provisions:
• The Department of Land Reform is hereby renamed as the Department of Agrarian Reform. (Section 1)
• All orders, rules, regulations and issuances or parts thereof, which are inconsistent with this Executive Order are hereby repealed or modified accordingly. (Section 2)
• This Executive Order shall take effect immediately. (Section 3)

MALACAÑAN PALACEMANILA BY THE PRESIDENT OF THE PHILIPPINES EXECUTIVE ORDER No. 456 RENAMING THE DEPARTMENT OF LAND REFORM BACK TO DEPARTMENT OF AGRARIAN REFORM WHEREAS, Executive Order No. 364 dated 27 September 2004 transformed the Department of Agrarian Reform into the Department of Land Reform; WHEREAS, Republic Act No. 6657 otherwise known as the Comprehensive Agrarian Reform Law defines agrarian reform as the redistribution of lands, regardless of crops or fruits produced, to farmers and regular farm workers who are landless, irrespective of tenurial arrangement, to include the totality of factors and support services designed to lift the economic status of the beneficiaries and all other arrangements alternative to physical redistribution of lands, such as production or profit sharing, labor administration, and the distribution of shares of stocks, which will allow beneficiaries to receive a just share of the fruits of the lands they work; WHEREAS, the Comprehensive Agrarian Reform Law goes beyond just land reform but includes the totality of all factors and support services designed to lift the economic status of the beneficiaries;...
