Summary of Executive Order No. 54Transfer of PITC Pharma, Inc. (PPI) from the Department of Health (DOH) to the Department of Trade and Industry (DTI)
- PPI is a Government-Owned and Controlled Corporation (GOCC) incorporated under the Corporation Code of the Philippines. (Section 1)
- 60% of PPI's outstanding capital stock is owned by the Philippine International Trading Corporation (PITC), and 40% is owned by the National Development Company (NDC), both GOCCs attached to the DTI. (Whereas clause)
- Previously, PPI was transferred to the DOH, and the Secretary of Health was designated as ex officio Chairperson of the Board of Directors of PPI under Executive Order No. 649 (s. 2007), as amended by EO No. 649-A (s. 2008). (Whereas clause)
- The transfer of PPI to the DTI is necessary to improve policy and program coordination relative to the Government's procurement and importation of drugs and medicines under Republic Act No. 9502 (Universally Accessible Cheaper and Quality Medicines Act of 2008), and to harmonize the administrative relationships among DTI, PITC, NDC, and PPI. (Whereas clause)
- The President has the continuing authority to reorganize the administrative structure of the Office of the President under Section 31, Chapter 10, Title III, Book III of the Administrative Code of 1987. (Whereas clause)
Provisions:
- PPI shall be transferred from the DOH to the DTI to improve policy and program coordination relative to the Government's procurement and importation of drugs and medicines under Republic Act No. 9502. (Section 1)
- All executive issuances or portions thereof which are inconsistent with this Executive Order are hereby revoked, amended, or modified accordingly. (Section 2)
- If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting. (Section 3)
- This Executive Order shall take effect immediately upon publication in a newspaper of general publication. (Section 4)

TRANSFERRING THE PITC PHARMA, INC. TO THE DEPARTMENT OF TRADE AND INDUSTRY FROM THE DEPARTMENT OF HEALTH FOR POLICY AND PROGRAM COORDINATION AND FOR OTHER PURPOSES
WHEREAS, the PITC Pharma, Inc. (PPI) is a Government-Owned and Controlled Corporation (GOCC) incorporated and existing pursuant to Batas Pambansa Bilang 68, otherwise known as the Corporation Code of the Philippines;
WHEREAS, sixty percent of PPI’s outstanding capital stock is owned by the Philippine International Trading Corporation (PITC), while forty percent thereof is owned by the National Development Company (NDC);
WHEREAS, PITC and NDC are both GOCCs attached to the Department of Trade and Industry (DTI);
