Summary of Executive Order No. 52Transfer of Responsibility (Sec. 1):
- The primary responsibility for flood control and drainage in Metropolitan Manila is transferred from the Ministry of Public Works and Highways to the Metropolitan Manila Commission.
Technical Assistance (Sec. 2):
- The Ministry of Public Works and Highways shall provide technical assistance and support for existing and new flood control and drainage programs and projects.
Agency Cooperation/Integrated Action (Sec. 3):
- Various agencies like the National Housing Authority, National Water Resources Council, Metropolitan Waterworks and Sewerage System, Laguna Lake Development Authority, Local Government Units, and adjoining municipalities within watersheds affecting Metropolitan Manila shall extend full cooperation and assistance to the Metropolitan Manila Commission for successful implementation of flood control and drainage operations and projects.
Transfer of Facilities, Equipment and Documents (Sec. 4):
- All facilities, equipment, materials, plans, blueprints, designs and documents related to flood control and drainage in Metropolitan Manila shall be turned over immediately to the Metropolitan Manila Commission.
Metropolitan Manila Flood Control and Drainage Fund Account (Sec. 5):
- A Metropolitan Manila Flood Control and Drainage Fund Account is established in the National Treasury to finance flood control operations and project implementation.
- The Fund Account shall be sourced from:
a) All proceeds from the special metropolitan flood tax levied on all admission tickets of movie houses in Metropolitan Manila.
b) Fund releases from appropriations of various Public Works Acts for flood control and drainage projects in Metropolitan Manila.
c) All proceeds from additional real estate taxes not exceeding one eighth (1/8) of one percent (1%) of the assessed value of real estate located within Metropolitan Manila.
d) All proceeds of loans and grants intended for flood control and drainage in Metropolitan Manila.
e) All other taxes as may be imposed by law for the necessary operation, construction and maintenance of flood control and drainage projects in Metropolitan Manila.
Organization and Operation Plans (Sec. 6):
- The Metropolitan Manila Commission shall submit within thirty (30) days the organization and operation plans on the management of flood control and drainage programs and projects in Metropolitan Manila.
Repealing Clause (Sec. 7):
- All laws, issuances and rules and regulations or parts thereof inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity (Sec. 8):
- This Executive Order shall take effect immediately.

TRANSFERRING THE RESPONSIBILITY FOR FLOOD CONTROL AND DRAINAGE IN METROPOLITAN MANILA FROM THE MINISTRY OF PUBLIC WORKS AND HIGHWAYS TO THE METROPOLITAN MANILA COMMISSION, PROVIDING FOR A METROPOLITAN MANILA FLOOD CONTROL AND DRAINAGE FUND ACCOUNT IN THE NATIONAL TREASURY, AND FOR OTHER PURPOSES
WHEREAS, flood control and drainage programs and projects in Metropolitan Manila are being implemented by several national government agencies and component local units.
WHEREAS, there is a need to entrust the primary responsibility for flood control and drainage in Metropolitan Manila to one agency in order to effectively coordinate planning and project implementation as well as fund sourcing and management;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Transfer of Responsibility. The primary responsibility for flood control and drainage in Metropolitan Manila is hereby transferred from the Ministry of Public Works and Highways to the Metropolitan Manila Commission.
