The Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, is a law that seeks to improve the efficiency of the government services' present systems and processes. 

 

But how will startup owners benefit from this?

This law focuses on enhancing the Philippines' business climate and level of competitiveness. The Anti-Red Tape Act of 2007 is effectively amended by the statute, which was signed into law on May 28, 2018.

 

Here are the things you should expect:

1. Unified Business forms

The purpose of this law is to reduce the bureaucracy associated with business registration and permit renewals. Permits and renewals for businesses will be processed through a single application form.

It consolidates all prior business licenses, permits, authorization, etc. You may check Philippine Business Hub (PBH) for all business-related information.

 

2. Real-time transactions & Deadlines

This law requires that all transactions be conducted according to normal deadlines. Meaning a standard deadline for different types of transactions must be followed by all government organizations, and If an agency fails to complete an application within the allotted time frame, all duly submitted applications will be automatically approved.

 

3. Automated Process for Registering Businesses

You must have already noticed that most applications can now be done online. That's because all procedures are made easier, and digital copies of documents can be filed electronically. 

The same is applicable to licenses and permits, which can now be printed at home and have the same legal effect as a physical copy. This can reduce the amount of time that an entrepreneur has to spend waiting in line or spending for transportation when going to offices.

A good example of this is what Quezon City’s Local Government Unit (LGU) did to streamline government services, making them more accessible and convenient. The city's automated e-services allow business owners to submit their applications, pay real property dues, and apply for new business permits.

 

4. Citizen's Charter

For the general public to understand the policies and practices for commercial transactions used by government agencies,the most recent and updated versions of their service standards must be posted on informational billboards by all governmental organizations as well as on their respective websites and online. Also, a copy written in English, Filipino, or a regional language must be posted in each of their respective offices.
