CL-2006-038TO:All Banks and Non-Bank Financial Institutions Under BSP Supervision   SUBJECT:Anti-Money Laundering Council (AMLC) Resolution No. 87 dated 25 October 2006 The Government of the United States of America, through its Embassy in Manila, requests the Philippine Government to check carefully for any funds, financial assets or economic resources, including property or interests in property owned or controlled, directly or indirectly, by ABOUSOFIAN ABDELRAZIK or by persons acting on his behalf and to freeze the same should any be found. Mr. Abousofian Abdelrazik is a Canadian and Sudanese citizen of Sudanese origin who is closely associated with Abu Zubaydah, Usama Bin Laden's lieutenant. Mr. Abdelrazik is responsible for recruiting and for al-Qaida's network of training camps in Afghanistan. He is also a member of an extremist cell in Montreal, Canada and is closely associated with Ahmed Ressam and Abderraouf Jdey.
