SANCHEZ, ET AL., respondents-appellees.* D E C I S I O NThis is an appeal to the Commission en Banc from the decision of the hearing officer, promulgated on December 22, 1978 after a motion for its reconsideration was denied, and the dispositive portion of which reads as follows:"PREMISED UPON THE FOREGOING CONSIDERATION, this Commission hereby rules that based on the evidence on record, there are only eighty-four (84) charter members of the Claro M. Recto Memorial Foundation, Inc., seventy-eight (78) of whom are listed as such in the Articles of Incorporation and By-Laws of the Foundation and six (6) were favorably passed upon by the Board of Trustees on December 17, 1962 (Exhibit "16")." cdllIn their Memorandum of Appeal, petitioners-appellants assigned the following errors:1. The hearing officer erred in ruling that there are only 84 charter members of the Claro M. Recto Memorial Foundation, Inc.;2. There was error in upholding respondents' contention that the certificates of membership of 87 charter...
