SANCHEZ, ET AL., respondents-appellees.* D E C I S I O NThis is an appeal to the Commission en Banc from the decision of the hearing officer, promulgated on December 22, 1978 after a motion for its reconsideration was denied, and the dispositive portion of which reads as follows:"PREMISED UPON THE FOREGOING CONSIDERATION, this Commission hereby rules that based on the evidence on record, there are only eighty-four (84) charter members of the Claro M.
