July 30, 1976POLICY INSTRUCTIONS NO. 19-76ACCOUNTS OF THE SECRETARY OF LABOR UNDER PDs 621 AND 788Pursuant to PD 621 and its implementing Rules and Regulations issued January 8, 1975, PD 788 and to a Memorandum of Agreement executed on July 23, 1976 by and among the Department of Labor, Philippine National Bank, Sugar Quota Administration and Sugar Industry Foundation Incorporated, the following instructions are hereby issued for the guidance of all concerned:1. Collection and Retention by PNB of the P0.10 Working Fund for the Secretary of LaborPD 788 provides for the collection of a stabilization fee of P1.10 for every picul of sugar produces, P0.10 of which shall constitute the working fund for the Secretary of Labor. In order to make effective the collection of the working fund, the PNB local branches or its agencies in the area, after collecting the P1.10 stabilization fee shall retain the P0.10 share of the Secretary of Labor and immediately remit the same to the Philippine National Bank main office to be credited to the current account of the...
