October 31, 2008DOLE MEMORANDUMTO:All Regional Directors  This Department   RE:Advisory on the Implementation of the DOLE Adjustment Measures Program (AMP) In connection with Department Order No. 85, series of 2007, entitled DOLE Adjustment Measures Program for the Prevention of Job Losses and for the Assistance to Displaced Workers, the following clarificatory provisions are hereby issued to ensure the efficient and effective delivery of services to the covered workers. EATCcI1. Client Coverage. The Program intends to assist displaced or to be displaced workers from employment (wage or self-employed) due to the following reasons:1.1 Closure or slowing down of operations of companies as a result of economic disruptions; and1.2 Occurrence of natural disasters, calamities, or armed conflicts affecting the economic base/activities of their communities.2. Menu of Services.
