March 6, 2012DOLE MEMORANDUMTO:All DOLE Regional Directors   SUBJECT:Advisory on the Implementation of the DOLE Integrated Livelihood Program Towards Community Enterprise Development (DILP Towards CED) In connection with Administrative Order No. 78, series of 2011, entitled Operational Guidelines on the DOLE Integrated Livelihood Program Towards Community Enterprise Development, the following clarifications are hereby issued to ensure the effective and efficient delivery of services by program implementers to the covered workers.1. Client Coverage. The Program intends to assist the following:1.1 Disadvantaged workers which include the workers in the informal economy engaged in small livelihood undertakings, such as ambulant vending or peddling, driving and operating tricycle or pedicab, small construction works, homebased works, farming, fishing, providing ambulant services, etc. and other vulnerable group of workers that include the out-of-school youth, out-of-work women, persons with disability, indigenous peoples, parents of child laborers, displaced workers and older persons; 1.2 Community groups consisting of unemployed and underemployed persons in communities (cluster of barangays/municipalities) with high poverty incidence; and1.3 Low-waged workers seeking to augment their income.2. Major Interventions/Services provided to the target...
