February 4, 2016GOVERNING BOARD RESOLUTION NO. 04-16WHEREAS, on 19 March 2013, the Philippines represented by the Philippine Overseas Employment Administration (POEA) and Germany represented by the Federal Employment Agency (BA) through the International Placement Services (ZAV) signed an agreement outlining the recruitment, placement and employment of Filipino health professionals in the Federal Republic of Germany under a government-to-government arrangement;WHEREAS, under the said Agreement, job placement of Filipino health professionals in Germany, particularly nurses, may only be carried out by POEA's in-house placement facility and the BA through the ZAV under the Triple Win Project;WHEREAS, the Triple Win Recruitment Project operates on the agreed framework which ensures transparent, fair and ethical recruitment and employment of Filipino nurses in Germany;WHEREAS, the government of the Federal Republic of Germany thereafter passed an employment ordinance in July 2013 allowing the immigration of recognized occupations, including nurses, among others, into the German labor market, under the so called "White List" of the German Employment Regulation, through the private sector;WHEREAS, cognizant of the high demand for professional nurses in Germany which...
